A Comparative Study On Two Codes Of Conduct For Inner-party Political Life From The Perspective Of Party Adaptation

The key to running China's affairs well lies in the party.This is the political logic between the national construction and the ruling party's own construction.The line of the Third Plenary Session of the 11 th Central Committee of the CPC is economic construction,the ruling party formulated The Code of Conduct for Inner-party Political Life in1980.Since the 18 th National Congress of the CPC in 2012,the CPC Central Committee has issued the goal of strictly governing the party,formulated The Code of Conduct for Inner-party Political Life Under New Circumstances in 2016.This paper argues that the process of regulating inner-party political life with the code,in essence,the premise is to maintain the party's advanced nature and purity,overcoming the crisis of governing as the main task,achieving long-term governance as the ultimate goal.The party adaptation theory studies the process of party adapt to the changes of internal and external environment actively and its ability to overcome the challenges arising from environmental change and ultimately defend the party's core interests.Institutional construction is an important guarantee for political parties to strengthen adaptability.The purpose of this study is to apply the party adaptation theory and analyze the ruling environment crisis faced by the CPC in different periods,and the differences in content of the codes,discussing how the CPC improves the institutionalization of inner-party regulations and strengthens the adaptability by introducing the two codes under different historical backgrounds,in order to overcome the crisis of governance and deal with the test of long-term governance.The core points of this paper are: "new situation" implies the change of ruling environment that CPC is facing,including the party's situation,national conditions and the world situation,rather than the existing internal organization crisis.The ruling environment crisis in different periods forced the CPC to promote the adaptive reform of itself by issuing the codes,and on the premise of overcoming the crisis within the party,the CPC trying to build consensus for reform,consolidate the legitimacy foundation and defend the ruling status it has achieved.This paper argues that the ruling situation faced by the CPC in different periods is different: After Cultural Revolution,developing inner-party democracy,rectifying unjust,carrying out modernization,expanding governance performance and catching up with the international pace have become urgent tasks for the ruling party.At present,the ruling party is in urgent need of rectifying the loose and soft phenomenon of governing the party,punishing corruption and resisting the infiltration of western ideology.The role of the codes in strengthening the adaptability of the ruling party is as follows: Firstly,overcoming the crisis within the party.Enhancing the cohesion of the party is the internal motivation for the introduction of the codes.Secondly,adapting to the changes in the external governing environment.The external motivation of issuing the codes is to build consensus on reform and promote policy adjustment to consolidate the legitimacy basis.Thirdly,adapting to the core objectives of long-term governance.Consolidating the long-term ruling position is the core interest of CPC,and also the deep logic behind the two guidelines.The codes jointly promote the self-renewal of the ruling party and strengthen the construction of long-term governance capacity,so as to meet the needs of the party's modernization.The realization of self-renewal can be regarded as another expression of the adaptation theory in the Chinese context.This paper argues that the content of the two versions of the code is inherited and innovative,but the actual effect of the 1980 version of the code has been replaced by the 2016 version of the code.As the reaction of the ruling party responds to the change of the environment,the content of the codes also reflects the change of the ruling environment.At present,it is necessary to further promote the institutionalization of the ruling party,improve the communication and feedback channels between the decision-making level within the party and public opinion,so as to enhance the ability of the ruling party to monitor environmental changes.And improve the party's ability to govern in accordance with the law by linking party regulations with the national legal system.Finally,it is necessary to strengthen the execution of the system so as to enhance the adaptability of the ruling party to environmental changes.
