| The prosperity of modern democratic politics has given birth to the development of responsible politics.In recent years,with the development of political modernization,especially after the 18th National Congress of the Communist Party of China formally proposed the construction of "responsible government" and"responsible political party",the inner-party accountability system has been widely spread in governments at all levels from the central to the local level,gradually moving from the idea to practice.From the perspective of the existing theoretical research of party accountability mechanism,basic around the "liability formulation,implementation,lack of responsibility and accountability" research train of thought,with the deepening of the research and development of responsibility politics,expanding the government’s public responsibility,the responsibility is becoming a connotation of a wide range of concepts.Due to the increasingly rich connotation of responsibility,the boundary between different types of responsibility is gradually blurred,and there is a risk of demarcation and differentiation.Based on different roles and stages,the ownership of responsibility is not consistent,and the responsibility has the characteristics of constant transformation and transfer over time and space.At present,from the perspectives of the inner-party laws and regulations to learn less research on accountability on special discussion within the party,especially the field of law,influenced by normative jurisprudence,ignored for a long time for the party political academic issues,such as accountability,lack of response to the practice of accountability in the party,is not conducive to the standardization of the accountability theory of party building,party accountability under the rule of law process is relatively slow.Therefore,this paper first systematically sorts out the relevant basic theories of the Party’s laws and regulations and the important discussions put forward by the Party in the process of building the rule of law.Starting with the constituent elements of the Party’s accountability,this paper constructs the accountability mechanism within the Party,and realizes the transformation of the Party’s accountability from power and hierarchy to institutionalization and standardization.At the same time pay attention to distinguish and grasp the party’s accountability and administrative accountability,the relationship between discipline and other related concepts,clear accountability in the party the core position in the party’s construction,in the modern "countries-party-society"under the framework of the power of the three points,implement the party and effective administrative accountability and cohesion,promote the specification operation of power,really play an important role of party accountability in governance,make party accountability system with Chinese characteristics the vigor vitality,at the same time is conducive to the development of the theory of perfect the power supervision system with Chinese characteristics.In the process of comprehensively promoting the strict governance of the Party,a series of problems have been exposed in the practice of the accountability within the Party.From the perspective of the elements,the main problems are the absence and offside of the accountability subject,the unknown accountability object,the less norms of the accountability procedure,the larger room for the judgment of the accountability standard,and the imbalance of the accountability result.From the perspective of accountability process,in the information stage,information asymmetry leads to difficulties in the identification of accountability,the lack of effective communication mechanism in the discussion stage,and the lack of clear standards in the outcome stage.The above problems need to be comprehensively analyzed from a multi-disciplinary perspective,to explore the deep-seated causes,and to explore from the perspectives of theory and practice,static and dynamic,logical premise and improvement path,so as to grasp the connotation changes of responsibilities in different periods.From the perspective of the standardization construction path of accountability in the party,first of all,must be reasonable boundary points in party and government responsibility,accountability implementation party cohesion and coordination with other accountability mechanism,second,must improve the inner-party accountability standard system,constructing scientific and effective accountability execution mechanism,standardize the party corresponding program of accountability,accountability object of legal power,avoid generalization of accountability and others;Finally,it is necessary to improve the information disclosure,error tolerance and correction,performance evaluation and other relevant supporting mechanisms of the internal accountability mechanism. |
