A Study On The Systematic Construction Of The Party 's Political Life Under The Idea Of Governing The Party

Since the 18 th National Party Congress,the party Central Committee with General Secretary Xi Jinping as the core has insisted that the party must govern the party and strictly administer the party,implement the strategic principle of comprehensive and strict administration of the party,and continuously promote the development of the theory and practice of party building.Among them,putting the political life in the party at a key position and highlighting its functions and roles are the salient features of the party's practice in the construction of the party since the 18 th National Party Congress.In order to govern the country,the party must be first ruled,the party must be disciplined,and the party must be disciplined.If the party's determination and perseverance in managing the party and managing the party needs to be further consolidated and intensified,the party's cause will continue to be promoted in a healthy development.Therefore,strengthening and regulating the political life of the party through the rule-based administration of the party constitutes a key link in the new period of strengthening the party's construction,consolidating the foundation of the government,and improving the ability to govern.The emphasis on using and relying on party regulations to govern the party's governance is not only the long-standing advantage and political tradition of the Chinese Communist Party,but also a powerful weapon for strengthening and regulating the political life within the party.The "Several Criteria on Political Life in the Party" was first promulgated as a basic intra-party law in February 1980.Since the implementation of the 1980-version of the "Code",it has played an important role in pushing forward the unrest and establishing and improving the party's political life.However,as the party's construction has entered a new era and a new era,the incompatibility of the 1980-version of the "Code" has become increasingly prominent.Therefore,based on the triple considerations of historical logic,political logic,and institutional logic,it is necessary to issue a new "Guideline" to carry out an era-based and systematic construction of the contents of political life within the party.In contrast,the two versions of the "Code" do not negate the relationship of substitution,but instead adhere to the basic logic of the era of innovation,and carry out the "adherence,inheritance,and integration development" of the main contents and normative systems of political life in the party.Moreover,in the 2016-version of the "Code" in the text of expression,concept expression,content provisions,measures taken,etc.,all highlight the distinctflavor of the era and innovation,is the new period of the party's internal legislation and construction of beneficial results and practice summary.Specifically,the 2016-version of the "Code" is divided into three parts: the introduction to the general principle,the main part of the discussion,and the conclusion.It strictly regulates the strengthening and standardization of political life in the party from the aspects of content specification,principle requirements,and methodological approaches.The 2016-version of the "Code" as the top-level design and rule arrangement for further strengthening the party's construction under the new situation is not only a scientific summary of the useful experience in managing the party when managing the party since the 18 th National Party Congress,but also a product of the era of systematic governance of the party and the rule of ruling the party.The laws are the inevitable requirements for improving the institutionalization and scientific level of political life within the party.At the same time,they also provide the basic system compliance and statutory guidance for strengthening and regulating the political life within the party.Therefore,this article uses the text content of the “Code” as a basic analysis basis to discuss the establishment of a standardized system of political life in the Party from five perspectives: ideals and beliefs,objectives and functions,political identification,subject content,and institutional guarantees,in order to promote the institutionalization of the political life within the party,the rule of law and standardization.
