Analysis Of The Causes Of The Diversity Of Policy Outcomes

The implementation of the same policy text in different locations or by different policy implementers will result in different policy outcomes,ie the results of the same policy objective are different in different regions.However,in the existing research,the policy results were only divided into two categories: “success” or “failure”.If the policy results are completely consistent with the policy objectives,that is,the policy is successful,if the policy results are not completely consistent with the policy objectives,it is the policy bias.Moreover,policy bias is the only explanation currently for policy outcomes.However,as far as practical observations are concerned,although the policy results are often not consistent with the policy results,they are not failures.They often show certain effectiveness and focus.It can be said that these policy results have reached policy objectives to varying degrees..Such a phenomenon cannot be explained by a simple “success-failure” binary framework.So how do you explain the diversity of policy outcomes that cannot be called “failures”?Before exploring the mechanism of the diversity of policy outcomes,the author has combed and analyzed the research perspectives of existing policy outcomes and the research perspectives on the relevance of policy outcomes in the policy process.It is found that there are only two research perspectives on policy outcomes,namely,the perspective of policy networks and the perspective of new institutionalism.However,both the policy network perspective and the new institutionalist perspective believe that it is because the behavioral choices of policy implementers are subject to the policy network structure or formal institutional structure,which ultimately affects the policy outcomes.On the other hand,most of the research perspectives on policy outcomes from the perspective of policy process theory also believe that the behavior choice of policy implementers is subject to network structure or interest game,or emphasizes the impact of policy environment and policy actor relationship on policy outcomes.It can be seen that all the above research perspectives ignore the influence of the subjectivity of policy implementers on policy outcomes,but also mention that the behavior choices of policy implementers will have a certain impact on policy outcomes.In other words,policy practice activities are ultimately driven by human factors,which are themselves the process of action of policy implementers.Therefore,the research on the mechanism of policy outcome diversity is based on a series of behavior choices such as policy executive interpretation,decision-making and action.At present,the theory of policy implementers in the theory of policy outcomes is still very lacking in academia,but the theory related to policy implementers in the theory of policy process is very rich,and some policy process theory is about policy implementers.The theory of behavior may have a certain degree of correlation in explaining the diversity of policy outcomes.Therefore,this paper draws on the actor network theory and field theory,and combs the factors that influence the behavior choice of policy implementers in the theory,puts it into the policy practice situation and conducts appropriate screening,and finally draws on the value pursuit.Personality style,action ability,capital support,and the six influencing factors of policy environment and institutional rules are integrated into two categories: intrinsic influencing factors and extrinsic influencing factors according to the spatial position of influencing factors in the policy practice process.By collating and analyzing in-depth interview materials,this paper finds that in the normal situation,the policy environment has a universal impact on the policy practice process.The influence of intrinsic and extrinsic influence factors on the behavior choice of policy implementers is not separated,but External influence factors interfere with the development or formation of intrinsic influence factors.In other words,the intrinsic influence factors of external interventions will in turn influence the behavior choices of policy implementers,and ultimately form the diversity of policy outcomes.In a special situation,the influence of an intrinsic factor will dominate and play a turning role in policy outcomes.In this regard,the author has discussed the policy types,social needs and policy information.
