The Research On The Deviation And Rectification Of Local Government's Policy Implementation

As an important part of the government's public administration,public policy is the central link of realizing policy target and solving realistic problem,plays a vital role in the process of public policy.With the reform and opening up,China's highly centralized traditional political system has been broken,the relationship between central and local governments has changed.In the context of decentralization,the local government has gained more and more power,his enthusiasm and initiative have been greatly mobilized,and the Policy implementation capability has been continuously improved by trial and error.But,In the course of policy implementation,Because of the influence of various subjective and objective factors,the deviations of policy implementation caused by local government always appear.The huge waste of resources caused by the deviation of policy implementation is very common.Not only has affected the equitable distribution of public interests,moreover has harmed the government's authoritative image enormously.The policy implementation of local governments is related to the overall development of the economy,society and culture of the region,and is directly related to the vital interests of the broad masses of the people.So,we must attach great importance to it.This paper studied on how to correct the deviation of policy implementation,so that the policy implementation can achieve the fundamental policy,and adapt to local conditions.How to control and reduce the deviation of policy implementation is undoubtedly an important issue in the implementation of public policy,and also becomes the significance of this paper.This paper starts with describing the research status of the Policy implementation both at home and abroad,emphatically introduces the concepts of policy implementation and deviation of policy implementation,summarizes the basic theories of public process theory,public choice theory,principal-agent theory and management control theory.And then,this paper describes the deviations of policy implementation of the local government,and analyzes the reasons.Finally,the paper gives out suggestions to improve policy implementation from several aspects of distributing power reasonably,improving supervision and accountability system,strengthening information system,strengthening the Cultivation of bureaucratic talent.
