From the beginning of the country, the police power came into being. It took a long time for the police power to develop and become the same as today. The police power is a very important part of the national power system. It can help maintain the safety of whole society. However,it can also become the tool that helps some people gain their own good and hurt the public. The police power can function well in the structure of democracy and the rule of law.It can also work beyond the structure of democracy and the rule of law and do harm to the society. As an important mean to solve social problems and a quick system to work on social crisis, the police power should be valued. Now,it is the turning point of Chinese society.According to the historical law, social contradictions are becoming increasingly apparent in the period of social transformation. As a result, there is a higher requirement for the police department. At the same time,it is a big problem how to respect and protect human rights during the period of police affairs.Obviously, police officers should not ignore the legitimate rights and interests of the people.Instead, they should protect the legitimate rights and interests of the disadvantaged. At present, the theoretical research on police power lags behind the police practice in our country. To understand the police power correctly,we need to make great efforts to study the police power with a new point of view.Only by determining the limit of police power, can we guarantee the harmony and stability of the whole society. The correct orientation of the content of police power is the inevitable choice of social development in China. At the same time,we need a more powerful mean to supervise and restrict the police power, and ensure that police power is made in the framework of the rule of the Constitution.
