Study On Emergency Management Of Production Safety In Zhuanghe City Liaoning Province

Safe production is the foundation that economy society develops continuously,With the sustained and rapid development of China's economy,Accidents continue to crop up,The situation of frequent occurrence of serious and major accidents has not been effectively controlled.Since 2017,there have been a number of major production safety accidents,such as the "2.7" explosion of Jilin Songyuan petrochemical co.,LTD.,the "7.2" explosion ofJiangxi Jiujiang zhijiang chemical co.,LTD.,the "6.5" tank truck leakage explosion and fire accident in Linyi,Shandong province,and the "12.9" explosion of Jiangsu Lianyungang juxin biotechnology co.,LTD.It not only poses a great threat to people's lives,property safety and living environment,but also makes people realize that safety is the first priority in production.However,unexpected accidents and incidents are inevitable in social development.Therefore,emergency work is particularly important.The emergency management of production safety is carried out in three stages,that is,before,during and after the accident.In advance,prediction and early warning are adopted to deal with the emergency in the event and properly deal with the accident afterwards,which plays a positive role in reducing and preventing the occurrence of accidents and eliminating the influence brought by accidents.The research on emergency management of work safety in China is still in its early stage.At present,with the rapid development of social economy and the gradual innovation and diversification of production and operation modes,it is of great importance to strengthen the construction of production safety emergency rescue capacity and establish a sound production safety emergency rescue system,especially how to improve the grassroots production safety emergency rescue capacity.This paper is divided into six parts.The first part is the introduction.This part introduces the research background,research significance,domestic and foreign research summaries,research ideas and research methods of safety management emergency.The second part explains the core concepts and theoretical basis related to this study,including safety production,emergency management,safety management,and so on.Relevant RBS risk management theory and accident cause theory are studied in this paper.The third part is the current situation of safety production emergency management in Zhuanghe City.Firstly,the basic situation of safety production in Zhuanghe City is introduced.Then,the measures taken in safety production emergency management in Zhuanghe City are introduced.The shortcomings in safety production emergency management in Zhuanghe City are put forward,and the reasons for the main problems in safety production in Zhuanghe City are analyzed.The fourth part introduces the advanced experience of emergency management in foreign countries and other regions in China.It is divided into the advanced experience of safety production abroad and the advanced practices of safety production emergency management in cities of the same level as Zhuanghe in China.The following countries and regions are listed:Germany implements double-track system of safety supervision,major hazard source control system in Britain,Japan's perfect laws and regulations to ensure safe production,Changsha Kaifu District uses "intelligent safety supervision",Tianjin Binhai New Area perfect emergency security system and Shenzhen Pingshan New Area safe production information base map system;Part V is how to speed up the improvement of Zhuanghe City safe production emergency management countermeasures.The suggestions include returning to the role of government supervision and strengthening the main responsibility of enterprises,improving the emergency platform system for safety production in Zhuanghe as soon as possible,strengthening the management of emergency plans for safety production,establishing an efficient emergency management system for safety production and strengthening the publicity and education of emergency response for safety production.Finally,the conclusion is summarized.
