Research On The Main Responsibility Of Production Safety In Production And Business Units

In recent years,production safety accidents occur frequently,and work safety has become a topic that cannot be ignored.What is the main responsibility of work safety?Based on the theory of legal relationship of work safety,this paper discusses and analyses the concept of the main responsibility of work safety in combination with Work safety Law of the People's Republic of China and the relevant provisions of the current law.This paper holds that the concept of Subject Responsibility of Work Safety should refer to a kind of safety management obligation that should be undertaken and fulfilled in the process of production and operation activities.Through the analysis,it establishes that the main body of production and operation is the production and operation unit,and then discusses the basic attributes of the production and operation unit,as well as the necessity or reason for the production and operation unit to undertake Subject Responsibility of Work Safety.After the main body is established,it is analyzed from the external level of the main body responsibility of production safety,and the important and structural responsibility status of the main body responsibility of production safety is established in the whole construction environment of the system of production safety responsibility,so that the substantive content of the main body responsibility of production safety can be analyzed and summarized from the inside of the main body responsibility of production safety.It concludes what it contains and how to bear the adverse legal consequences.Indeed,in a sense,the responsibility system established in the sense of Work Safety Law is a pluralistic system,which focuses on the responsibility of the main body of production safety of the production and operation units and carries out responsibility allocation.At the specific level,the reform and development of the future safety production law and the progress and innovation in the field of safety production will also focus on how to establish and implement the main responsibility of safety production and their respective safety management functions.
