Problems And Countermeasures In The Administrative Law Enforcement Of The Civil Air Defense Supervision Brigade Of Suzhou City

Civil air defense is an important part of national defense and an important aspect of economic and social development.The people's air defense is related to the safety of the people's lives and the outcome of reform,opening up,and modernization.Looking back on the development of China's civil air defense construction,it has undergone a transition from simple air defense use to peacetime warfare.The civil air defense administrative law enforcement is the basic means of implementing the people's air defense strategy,an important aspect of the people's air defense administration according to law,ensuring the implementation of the people's air defense laws and regulations,and ensuring the orderly operation of the people's air defense.Based on the theory of emergency management,administration by law and the theory of new public management,this paper defines the concepts of civil air defense and administrative law enforcement,expounds the necessity of civil air defense administrative law enforcement,and conducts in-depth research on the case of Suzhou Civil Air Defense Supervision Brigade.Since its establishment 15 years ago,the Suzhou Municipal Civil Defense Supervision Brigade has conscientiously implemented various civil air defense laws and regulations,investigated and dealt with various violations of laws and regulations,and ensured the sustainable,coordinated and healthy development of civil air defense construction.As China's economy and society enter the new normal,the Suzhou Municipal Civil Defense Supervision Brigade has also experienced some new problems in its administrative law enforcement,such as imperfect laws and regulations,weak law enforcement power,irregular law enforcement behavior,and insufficient awareness of law enforcement.If these problems are not resolved,they will affect the effectiveness of civil air defense law enforcement.This paper puts forward some perfect countermeasures for the problems and causes,especially paying attention to the construction of civil air defense rule of law,improving the people's air defense laws and regulations system,promoting law enforcement standardization,innovating law enforcement thinking,strengthening publicity and education,creating a good law enforcement atmosphere and other effective measures to improve the people's air defense administration law enforcement effectiveness.
