| The people’s police,as an administrative force for public security and a force for criminal justice of an armed nature,is responsible for the prevention,suppression and punishment of illegal and criminal activities,the protection of the people,the maintenance of public order,the service of social and economic development and the maintenance of state security.In a peaceful international and domestic environment,the grassroots people’s police have made great contributions to safeguarding the country’s long-term stability and promoting socialist modernization.However,various cases of infringement of the law enforcement rights and interests of grassroots police have occurred frequently in recent years,and the law enforcement rights and interests of grassroots police are being severely challenged.Facing the complex social security situation,protecting the rights and interests of the police has become an important task for the public security department.The first chapter of this paper starts with the definition of basic police and law enforcement rights and interests,introduces the general situation of law enforcement of basic police,and expounds the importance and necessity of protecting the law enforcement rights and interests of basic police from four aspects:nature status,duty,social contradictions and protection of human rights.The second chapter of this paper illustrates the current situation of the serious infringement on the rights and interests of basic-level policemen,and analyzes the behavior characteristics of infringement on the rights and interests of basic-level policemen:the increasing number of cases,the intensification of violence,difficulties of basic-level policemen in safeguarding their rights.Then,in view of this situation,this chapter puts forward such methods as perfecting legal safeguard,administrative order,and civil police taking the initiative to safeguard their rights and interests.The third chapter mainly analyzes the reasons for the infringement of the rights and interests of grassroots police,and points out that the fundamental reason is that the public security organs exercise their power of public security administration and criminal justice in accordance with the law,which are all of service.And other reasons include the laws in this aspect of the incomplete,the influence of public opinion and complex social contradiction and the external causes of grassroots police work position is not clear and the public security system in view of the grass-roots public security police security system is not perfect,the people’s police law enforcement rights and interests protection their law enforcement rights consciousness is not strong,lack of necessary theoretical knowledge and practical experience of internal reasons.The fourth chapter gives some countermeasures and Suggestions from the aspects of perfecting the legal system of protecting the law enforcement rights and interests of the police,strengthening the construction of the team and improving the quality of the police,building a harmonious public opinion environment and the relationship between the police and the public,and establishing and perfecting the operation mechanism of protecting the law enforcement rights and interests of the grassroots police.This paper finally concludes that it is of vital importance to protect the law enforcement rights and interests of basic-level police.However,cases of infringement on the lawful rights and interests of basic-level police occur from time to time.Therefore,we should start from the law,system,environment and the police itself to effectively protect the law enforcement rights and interests of basic-level police. |
