Research On Law Enforcement Rights And Interests Of Grassroots Police

At present,our country is in the social transition period,various contradictions perplexing,grassroots police in the first line to fight with criminals,easily become the focus of contradictions.The police often insulted,in the enforcement process of verbal abuse,threats,beatings and other obstacles,interference of the normal law enforcement police,even by false accusation violence,attacking,cause the rights and interests of police at the basic level of law enforcement has been seriously violated.The eighteen National Congress of the party held by the end of 2016,China's public security police who are wounded and sacrifice the number of respectively 22976 and 2105.Only in 2016,the National Police have sacrificed 362 wounded,4913.2016-2017 years,two years of HD city in Hebei province killed 31 policemen and injured police 314 people,injured 2 people,injured 10 people,127 minor injuries;in 2018,Hebei province HD City Public Security The police authorities handled 32 cases of infringement of rights,police 48 people,17 minor injuries.The rights and interests of the grass-roots public security police law enforcement can not be guaranteed,not only related to the safety of police officers,but also directly affect the police to combat crime,the protection of private property security,maintain social stability to properly perform duty.Seriously affect the ideological stability of public security team,to the detriment of the vital interests of the masses.Therefore,how to take effective measures to establish and perfect the system of law enforcement to protect the rights and interests of the police,to minimize the illegal infringement suffered police base layer in the process of law enforcement,establish the law enforcement authority,safeguard the dignity of law,It is an urgent problem that needs to be solved.On the basis of field investigation,this paper makes a statistical analysis on the number of casualties and casualties of police officers in HD City,Hebei Province,combining with the current situation,problems and causes of the violation of the law enforcement rights and interests of the police at the grass-roots level in HD City of Hebei Province.This paper systematically grasps the main characteristics of the infringement of the law enforcement rights and interests of the police at the grass-roots level in HD City of Hebei Province,and puts forward some constructive suggestions on the basis of previous studies: perfecting the internal management mechanism of the grass-roots public security organs;To establish and improve laws and regulations to protect the rights and interests of the police;to strengthen the legal education of the public,to deepen the awareness of the police in safeguarding their rights,to reconstruct the relationship between the police and the people and to create a good external law enforcement environment;to give play to the propaganda role of public opinion and the news media,Create a harmonious public opinion atmosphere,create a good law enforcement environment.Therefore,it is of great significance to promote the effective exercise of police power according to law,to reshape the dignity of law and to build a harmonious society for the economic development of Hebei Province.
