Study On Rural Homestead Management Under The Background Of Building Beautiful Rural Area

In recent years,both the Party and the state have attached great importance to the construction of beautiful countryside.Building beautiful countryside is an important measure in response to the national strategy of rural rejuvenation.It is a popular project and a project of morality and government that benefits millions of farmers and develops rural economy.It has profound practical significance for the economic development of vast rural areas in China.The construction of Xiumei countryside is of constructive significance for breaking down the dual system of urban and rural areas,promoting the integration of urban and rural development,and ensuring the rapid growth of rural economy.Land is an important basis for rural economic production and construction,and plays an important role in strategic decision-making.However,due to the limitation of rural land area and the immutability of its location,the strategic position of rural land is more prominent.Other factors of social production with liquidity,such as funds,can be allocated in a coordinated manner,while the non-renewable and non-changeable location of land makes it impossible for them to allocate in a coordinated manner.Therefore,facing the specific requirements of Rural Revitalization in the new era,it is an important measure to reform the management of rural residential land to ensure the success of beautiful rural construction.Based on this,this paper takes the rural residential land management in Qianshan County as an example,and on the basis of previous studies,through literature research,field interviews,combined with the new land management law and related theories,makes a theoretical analysis of the current situation and problems of rural residential land management in Qianshan County.Explain the concept of Xiumei rural construction,rural homestead and rural homestead management in theory,and discuss the importance of Rural Homestead Management under the background of Xiumei rural construction.By comparing the various demands of Xiumei rural construction on Rural Homestead management,this paper systematically analyses the existing problems in rural homestead management,and puts forward corresponding countermeasures.The conclusions of this paper are as follows: First,the starting point of building beautiful countryside is to develop the countryside and help the peasants' happiness,and the rural homestead is one of the important indicators of peasants' happiness,so to build beautiful countryside and make the village clean,we must solve the management of rural homestead;second,the management of rural homestead is an important part of the strategy of "rural revitalization",which has been managed in practice.In order to ensure the smooth progress of rural homestead management,we must deal with the related problems among stakeholders and provide corresponding guarantee for the management of rural homestead.Thirdly,under the background of building beautiful countryside in Qianshan County,there are still obvious problems in rural homestead management,such as the absence of land management,the prevalence of opportunistic behavior,the lack of corresponding withdrawal mechanism of homestead,and the frequent occurrence of transaction disputes.Fourthly,the amendment to the new land management law has improved the management of rural residential land,improved the living environment in rural areas,established a market trading platform,done a good job in confirming the right of farmers to use real estate,steadily promoted mortgage guarantee of rural housing,and established a paid use and long-term supervision system.
