Research On The Management Problems And Countermeasures Of Rural Homestead In Changzhou

China's homestead system plays a role in social welfare and social stability.With the advance of the pilot work of homestead reform and the proposal of the rural revitalization strategy,it is an urgent problem to solve how to better serve the rural revitalization through the reform and improvement of the rural homestead system under the condition of ensuring that farmers have their homes.As one of the 33 pilot areas of homestead reform,Wujin district of Changzhou plays a leading role in homestead reform.The research on homestead management in Changzhou can provide experience for the reform of homestead system in China.For this purpose,Based on the field research on the distribution and approval of homestead in Changzhou city,abandonment and vacancy,multi-family house and paid withdrawal status,this paper analyzes and summarizes the homestead system,management structure and management measures in each district.It is concluded that there are some problems in the current homestead management,such as the invisible circulation,the multi-family houses,the vacant and abandoned houses,the new demand cannot be met,the difficulty of paid withdrawal,the difficulty of villagers committee management,the lack of planning guidance and so on.Further sums up the causes of the problem for rural homestead management mainly include: the transfer of homestead power is not clear,the management system is not sound,the township government's overall management ability is not strong,the paid withdrawal mechanism is not perfect,and the management ability of villagers committee is limited.Based on the experience of Yiwu city and Jinjiang city,which are both pilot reform zones,this paper constructs the basic framework of homestead management reform from the aspects of strengthening the homestead management system construction,perfecting the management mechanism with multi-party participation and optimizing the management mode,and points out the direction of management.The research results have a strong guidance for promoting the effective allocation of homestead sites,improving the level of grass-roots governance of homestead sites,giving play to the main role of collective economic organizations and the role of villagers' autonomy,and providing case support for the promotion of rural revitalization in other similar regions.
