Research On The Problems And Countermeasures Of Prison Emergency Management In HB Province

Prison,as a national penalty enforcement agency,is a place to put in jail the criminals.Due to the instability of the criminals and the intensive personnel,emergency is prone to occur.If the response is unfavorable,it may cause serious consequence and adverse social impacts.HB province is close to Beijing and Tianjin,and its strategic position is important.This paper studies the problems of prison emergency management in the province and proposes effective countermeasures,which are conducive to ensuring regulatory stability and safeguarding national political security.From the perspective of public management,based on the life cycle theory,this paper uses the literature analysis method,questionnaire survey method,interview method and comparative analysis method to study the problems of prison emergency management in HB province and proposes countermeasures.Firstly,with an analysis the research status at home and abroad,the concepts related to prison emergencies and emergency management have been defined,and hence the theoretical basis of the research has been determined.Secondly,by issuing questionnaires and interviewing prison officers,the problems of prison emergency management in the province have been found,including shortage of training drills,lack of professionals,insufficient emergency equipment,inadequate institutional coordination and imperfect emergency plans,with the information reporting and disclosure being not timely.The reasons for these problems are: lack of emergency awareness,insufficient financial input,unclear division of responsibilities,imperfect assessment work and weak social support system.Then,the paper summarizes the advanced experience of prison emergency management in the United States,Japan,the United Kingdom,and Jiangsu Province and Jiangxi Province in China.The enlightenment is to adjust the prison layout and classify the criminals;promote the modernization of emergency disposal;enrich emergency plans and strengthen emergency drills;use smart technology to accelerate the formation of “smart prisons” and strengthen the participation of all members.Finally,based on the research results and advanced experience at home and abroad,this article proposes the following countermeasures from the perspective of life cycle theory.During the warning period,it is necessary to increase the input of emergency equipment and professional talents,pay attention to training drills,and strengthen the management of institutions,police officers and criminals.During the outbreak period,it is necessary to promptly launch emergency plans,strengthen jointprevention and defense,and release information timely.During the diffusion period,it is necessary to start investigation,reply public opinion and carry out psychological intervention.During the recovery period,it is necessary to complete rewards and punishments and keep the case analysis in database.
