Study On The Management Mode Of Prison Service In Major Emergencies

Prison is the product of the development of human society to a certain historical stage.It comes into being with the emergence of class and country.In order to maintain their rule,the ruling class,which holds the power of the state,enacted laws to reflect the will of the state.In 2020,the novel coronavirus pneumonia epidemic is sweeping the world.Faced with the sudden and severe situation,prisons,as the safety valve of national stability,must step up prevention and control efforts to resolutely stop the virus outside the walls.During the COVID-19 pandemic,the adjustment of the prison police service management mechanism has had a great impact on the police’s duty status,working style,life style and ideological activities.During the period of COVID-19,the establishment of the prison duty system and its adaptability are crucial,and the contribution to maintaining the public health security and stabilizing the social security of prisons cannot be ignored.Based on the historical background of the novel coronavirus outbreak,this article points out the great role and problems of prison service management mechanism in epidemic prevention and control.According to the questionnaire,during the epidemic period,the prison service management mechanism was generally "approved" but not "satisfied".On the one hand,it reflects the prison police’s spirit and political consciousness of facing up to the difficulties,and at the same time,it also reflects the problems of this service management mechanism.In view of the particularity and closure of the prison system,guided by the "4R" crisis management theory and collaborative governance theory proposed by American scholar Robert Heath,this paper takes C Prison in Hebei Province as an example and conducts a detailed satisfaction survey on key issues such as the prison’s working environment,material conditions,social relations,family relations and social status.Put forward relevant improvement and implementation of specific suggestions and measures.In order to provide scientific basis for the establishment of an efficient and powerful police team and prison decision-making in the future,and promote the modernization,scientific and standardization of prison management.
