Research On The Role Of County Government In The Revitalization Of Rural Talents

Rural revitalization strategy can not only promote the new vitality of the rural economy,solve the problem of "agriculture,countryside and farmers" from the root of our country,but also greatly shorten the gap between urban and rural areas in the economic and cultural development of our country.Rural revitalization of the key to strengthen the leadership of talent,the implementation of rural revitalization of the key is talent revitalization.The township government is the most basic government organ in our country's political power sequence,the township government must adapt to this new strategy to adjust the function,how to give full play to the role of the township government under the new situation,and truly put the talent revitalization into practice,which is very important for realizing the rural rejuvenation for the benefit of the peasants.Local township governments should actively implement the policy measures for the revitalization of talents issued by government departments at higher levels,realize the transformation of the concept from "leading farmers" to "serving farmers ",give full play to the initiative of farmers themselves,create an environment or atmosphere of positive development in the local areas,take root in local characteristics,and explore ways for the revitalization of talents suitable for their own development in line with the national strategy.This paper also takes this as the starting point,under the guidance of the government intervention theory,combined with the concrete practice of the government of Yanwo Town in Lijin County in the rural talent revitalization,the role of the township government in the rural talent revitalization is studied and analyzed.Through analysis and research,this paper holds that the township government mainly exerts policy planning,financial support and social service in rural talent revitalization.At present,in the implementation of the strategy of revitalizing rural talents in Yanjin County,Yanwo Town strictly adheres to the spirit of the Nineteenth National Congress of the Party,adheres to the socialist thought with Chinesecharacteristics in the new era of Xi Jinping,closely revolves around the key projects of talent work in the whole county and the target orientation of the strong town of talent in Yanwo Town,sets up a platform for the development of talent entrepreneurship,introduces high-end characteristic talents,grasps the training work of local talents,further broadens the channels of talent recruitment and intelligence,and actively explores and creates a new bureau for talent work.Through the positive role of the township government in the revitalization of rural talents,the work of talents has achieved good results,but the role of the government still has some shortcomings,such as: the top-level planning of the township government is lagging behind,and the policy design is biased;the coordination mechanism of overall development has not been established,and the administrative service capacity is limited;and the environment for the revitalization of rural talents is ignored.Based on the analysis of the reasons for the problem: the township ideological and ideological limitations,lack of understanding;township government development experience;the current administrative system.And to provide effective suggestions for the current role of the township government in the development of rural talent: to do a good job in the policy layout of the government in the revitalization of commensurate talents;to strengthen the implementation of the policy of rural talent revitalization;and to pay attention to the environmental construction of rural talent revitalization.
