| Township civil servants are not only the implementers of the Party’s policies,but also the backbone of the rural revitalization strategy.Township civil servants directly serve the masses of farmers,and their working ability level should meet the wishes and requirements of the masses,otherwise it will greatly affect the sense of gain of farmers,which is not conducive to the promotion of rural revitalization strategy.Rural areas have been in the backward areas of development for a long time,and the human resource management of township governments has also lagged behind.In the context of the new era,the implementation of major policies such as the rural revitalization strategy has put forward new requirements for the working ability of township civil servants,and the problem of insufficient township human resources management has become increasingly prominent.Therefore,this paper studies the human resource management of township governments under the background of rural talent revitalization,and puts forward countermeasures and suggestions,with a view to improving the overall level of human resource management of township governments,promoting the ability improvement and team building of township civil servants,and playing a positive role in promoting the strategy of rural revitalization.In the perspective of rural talent revitalization strategy,based on the incentive theory and the new public service theory,this paper takes the human resource management of Xunzhai Town,Yongjia County as the research object,and uses case analysis,questionnaire survey and other methods to carry out research.First of all,this paper reviews and summarizes the relevant literature,and finds that there are relatively few studies on human resource management of township governments under the background of rural talent revitalization.Secondly,this paper analyzes the current situation of human resources in Xunzhai Town from the aspects of the current situation of the organizational structure of Xunzhai Town,the overall composition of government staff,age structure,educational background structure,gender structure,etc.And from the aspects of human resources planning,recruitment and selection,personnel training and development,personnel compensation and welfare,personnel assessment and incentive,the paper analyzes the current situation of human resources management of Xunzhai Town Government,laying a foundation for subsequent research.Finally,through the questionnaire survey of the human resource management of the Xunzhai Town Government,combined with the analysis of the current situation,we found the problems in the human resource management of the Xunzhai Town Government and put forward targeted suggestions.The main research conclusions of this paper are:(1)The human resources of Xunzhai Town Government need to be improved and optimized.In terms of age,the age structure of the staff in Xunzhai Town is on the high side.In terms of educational structure,the educational level of the staff in Xunzhai Town is not high,and the proportion of highly educated staff in the staff is small.In terms of gender ratio,63.21% of the staff in Xunzhai Town are male,which is seriously inconsistent.(2)It is found that there are some problems in the human resources management of Xunzhai Town Government,such as the nonstandard traditional process of management behavior,the imperfect evaluation mechanism system,the unimpeded personnel selection and appointment mechanism,and the ineffective personnel training and education,and the causes of these problems are analyzed.(3)Based on the incentive theory and the new public service theory,this paper proposes more systematic coping strategies and methods from the aspects of concept reconstruction,value reconstruction,power cultivation,capacity development,etc.,and constructs the optimization system of human resource management in Xunzhai Town.In practice,this study can provide a basis for recruitment,training,assessment and other aspects of human resource management personnel in Xunzhai Town,promote the improvement of human resource management level and capacity in Xunzhai Town,and play a positive role in realizing the rural revitalization strategy. |
