Research On The Integration Of Grass-Roots Governance Grid From The Perspective Of Process Reengineering

Grid management is an important means of grass-roots governance in China.Because of its initiative,comprehensive,accurate and rapid advantages in the discovery and disposal of problems,it has been widely promoted and explored in recent years,and the tentacles of grid management have been continuously expanded,setting off a grid upsurge of governance and innovation at the grassroots level nationwide.However,because grid management is a government led operation framework,which is born out of the traditional bureaucracy,problems such as repeated investment and self governance begin to appear in the actual operation.At present,many local governments are actively exploring the construction of a grid management system,but lack of a typical sample and path of how to integrate the existing grid.In this context,the practice of government process reengineering provides an effective theoretical reference for solving the integration dilemma.From the perspective of process reengineering,this paper studies the grid integration of grass-roots governance.Through case study,structural interview and comparative analysis,according to the steps of preparation,self inspection,design,implementation and adjustment,it summarizes the grid integration practices of Taiping Town,Zoucheng City,focusing on the construction of target positioning,organizational structure,resource system and monitoring system in the adjustment stage Analyze the framework,analyze the achievements,difficulties and reasons,and continuously improve the integration path of grid management.The paper is divided into five chapters: the first chapter introduces the research background and significance of the thesis,the research overview at home and abroad,the research methods of the thesis,and the innovation and shortcomings of the thesis.The second chapter defines the important concepts of grid integration,combs the theoretical basis of process reengineering,and analyzes the coupling of process reengineering and grid integration.The third chapter describes the history of grid management in Taiping Town,Zoucheng City and the origin and development of grid integration,compares and analyzes the characteristics of each grid management system,and on this basis,introduces theprocess of grid integration in detail,describes the integration steps under the framework of process reengineering,and summarizes the phased results.The fourth chapter from the four levels of process reengineering,respectively,to find the problems in the process of grid integration in Taiping Town,from the concept,organization,resources,system and other aspects of the obstacles are analyzed to find the deep-seated reasons for incomplete grid integration.In chapter five,based on the analysis of obstacles and the methodology of process reengineering,some suggestions are put forward to continue to improve the business process reengineering,and some pertinent countermeasures are put forward to further deepen the grid integration from the aspects of clear target positioning,strengthening the top-level design,improving the evaluation system and strengthening the information construction.
