With the promotion of strengthening and innovative social governance,it is increasingly important to emphasize the role of integrated service management platform in social comprehensive management.the Third Plenary Session of the 18 th Central Committee of the Communist Party of China put forward to insist on the source of governance,tackling the problems from inside and out,focusing on the root cause,setting grid management,social services as the direction and timely reflecting and coordinating the interests of all sectors of the people at all levels.Grid is a new model of grassroots governance in the field of social governance innovation in recent years.It is well aware of the importance of grid to grassroots social governance,and the related service management is spreading in many places.Grid administrators are staff who assume the specific administration and service function in the urban and rural grid management organization.As the government's eyes and ears,meanwhile as a direct contact with grassroot,their abilities to shoulder their duties directly determine the refinement of the dynamic service management mechanism,which is also directly related to the grid service management on promoting the quality of the work.At present,Chinese grassroots grid administrators are facing anembarrassment in identifyingstatus,and also a lack of legal positioning.In addition,in the actual work there are numerous problems associated with grid administrators: unclear job responsibilities,restriction on rights,low recognition form residents,imperfect welfare and so on,which seriously affect the enthusiasm of the grid administrators and quality of work.Work of grid service management in many places is on an initial stage.Thus,it lacks classified working tasks and well-considered assessment,at the same time,means of reward and punishment are also insufficient,which lead to unsatisfied enthusiasm and responsibilities concerning on team of grid administrators.This paper adopts the method of theoretical analysis and practical research to study the status of grid service management and grid administrators in W district.Understand the background and origin of the grid service management work,define the explicit definition of the grid administrator.By studying the number,composition,responsibilities,management system and mechanism of the grid manager in W district,this paper analyzes the implementation effect of grid management in W district,and the problems of grid administrators,then puts forward the corresponding countermeasures and suggestions,so as to make the grid management work more scientific and efficient.Through the review of the concept and theory of the new grid management team,this paper explains the operation mode and operation mechanism of the urban and rural grid service management work,deepens the theoretical understanding of the community grid administrator,explores the construction Suitable for China's actual grid administrator incentive system and supervision system.
