A Study On The Construction And Strategy Of Village-level Partol Work System

Since the 18 th National Congress of the Communist Party of China,with the continuous and in-depth development of strictly governing the party,the inspection work has shown new vitality.In order to give full play to the role of village fortress party organizations,General Secretary Xi Jinping emphasized that “wherever party organizations are established,patrols and inspections will follow up”.“The Central Inspection Work Plan(2018-2022)” clearly stipulates that patrols and inspections should be extended to village residences and grass-roots stations,so as to open up the“last mile” of strictly governing the party.Since the year of 2018,all thirty-one provinces(autonomous regions,cities)across the country have deployed extended inspections by county-level party committees to village-level party organizations,and improved the three-level inspection and supervision systems.The inspections have discovered and promoted the solution to the problems of unhealthy practices and corruption around a group of people,transmitted the responsibility of governing the party to the nerve endings of the party organization,and continuously improved grassroots supervision and governance effectiveness.With the establishment and improvement of the patrol system,research in the patrol system has gradually increased,and various places have accumulated relevant experience in the methods of patrol work,but the inspection targets of village-level party organizations are different from the regular inspections of cities and counties.There are also differences in the methods and priorities of inspections.Since the extension work of village-level patrols system is in its infancy,the levels of development are different in many places,and the methods of exploration need to be tested in practice.Therefore,how to standardize the process of patrolling village-level party organizations and improve the methods of the inspection of village party organizations are particularly important.The research focus on the problems and the countermeasures of village-level patrol work system,and they are expounded in accordance with the ideas of understanding,analyzing,and solving problems.While analyzing the current status of the research,the concept of inspection,and the relationships between county patroland village patrol are briefly explained.Combined with the practice in the inspection work of County H in Henan Province,this paper analyzes the problems existing in the county-level inspections in H county from the four aspects of system mechanism,team building,problem detection and rectification effect supported by specific cases and data,and discusses the reasons for the problems.Through reviewing the literature and interviews,analyzing the improvement of the extension of county H inspection to the village party organization,and provides reference opinions from following four aspects,such as strengthening organizational leadership,strengthening team building,innovative methods,and deepening the use of results.
