The Research On The Extension Of The City And County Patrol To The Village(Community) Party Organizations

Since the 18 th National Congress,the Central Committee with Comrade Xi Jinping as its core insists that the party should enforce strict party discipline,and take the inspection as a strategic institutional arrangement to strengthen the inner-party supervision.It revolutionize the inspection work and establish a county and County patrol system,which will provide a strong support for adhering to the party’s leadership,strengthening the party’s construction and continuously consolidate the political foundation of the party’s governance.City and County patrol is an extension of grassroots inspections and an important way to realize the strict party governance.The central inspection work plan(2018-2022)puts forward new requirements for deepening patrol work.It is clear that city and County patrol should extend to villages(communities)and grass-roots stations to achieve full coverage.The extension to village(community)party organizations is an important part of city and county patrols.It has the same origin and inheritance with inspection.At the same time,it aims to further focus on the party ’ s line,principles and policies in the most basic party organizations,such as outstanding issues involving the vital interests of the masses and the construction of party organizations at the village(community)level.Since the city and county patrol extended to the village(community)Party organizations,it has effectively solved the problems that the village(community)Party organizations do not implement the main responsibility of comprehensive and strict party self-governance and the incomplete management of the party.It has also enhanced the credibility,appeal and cohesion of the village(community)party organization,promoted the grassroots governance,improved rural governance capabilities and levels,and further promoted reform and development.But meanwile,there are still some outstanding problems in the extension of the city and county patrol to the village(community)party organizations,such as poor work quality,inaccurate problems found,low professional quality of personnel,and poor effect of patrol rectification,which directly affect and restrict the effectiveness of the extension of the city and county patrol to the village(community)party organizations.Based on the comprehensive application of relevant theories,taking J City as an example,this paper aims to find out the problems existing in the extension work of J city’s patrol to the village(community)party organizations,and deeply analyze the reasons behind.On this basis,combined with the advanced experience of other regions,this paper gives some specific suggestions for optimizing J city’s extension work,which can also provide a certain reference for the quality and efficiency improvement of other regions.The first part of the paper introduces the research significance and background of the topic selection,and summarizes the relevant research results of domestic scholars in inspections and patrol;the second part is the analysis of relevant concepts,theoretical basis and necessity.It clarifies the concepts and differences of inspection,parol,city and county inspection extending to village(community)party organizations and explains the theoretical basis and necessity of the extension of city and county patrols to village(community)party organizations;the third part is the current situation of the extension work of J city’s patrol to the village(community)party organization,introducing the overall situation,basic process and main practices;the fourth part is the analysis of the problems and reasons in the extension of the patrol work to the village(community)party organization in J City.It points out the problems in the collaborative linkage,standard operation,professional abilities,methods,patrol rectification of J city and analyzes the reasons from the aspects of ideological understanding,system guarantee,team quality,and grass roots reality and so on;the fifth part is the countermeasures and suggestions to optimize the extension work of J City patrol to the village(community)party organizations.Based on the experience of Heilongjiang,Jiangsu,Henan and other places,it gives five aspects of countermeasures and suggestions.
