| In the Sixth Plenary Session of the 18 th Communist Party of China Central Committee,it has been pointed out that supervision can guarantee the correct operation of rights and is a key measure to strengthen and standardize the political life within the party.The supervision within the party is not only an important part of the building of our party,but also an important guarantee for comprehensively strengthening Party discipline.Taking the inner-party supervision system under the background of strict governance of the party as the research content,it is of great significance for promoting the comprehensive and strict management of the party and strengthening the party's leadership core role to thoroughly explore the effective ways for Communist Party of China to strengthen inner-party supervision under the long-term ruling conditions.Since the 18 th National Congress of the Communist Party of China,the Communist Party of China has adhered to not only the basic principles of the supervision and restriction theory of power between China and the West and the theory of inner-party supervision of Marxism,but also the historical reality of the internal supervision system of the Communist Party of China.Based on the current advancement of party members,the need for purity,the need to promote the current anti-corruption construction and to comprehensively improve the party's leadership level,according to the theme of the times and the changes in the party's construction tasks,the Party has continuously promoted the construction of the party's internal supervision system and adopted the inner-party supervision system.The inner-party supervision system will cover all areas of anti-corruption and building cleanliness,various aspects of restricting and supervising power,the key targets of inner-party supervision.The special organs for inner-party supervision has been improved,and full play to the binding role of the inner-party supervision system has been given.Under these conditions,the Communist Party of China revised the Regulations on the Inner Party Supervision of the Communist Party of China,the Regulations onDisciplinary Actions of the Communist Party of China,and formulated the "Regulations on Accountability of the Communist Party of China"."Eight Regulations on Improving Work Style and Close Links to the Masses by The 18 th Central Political Bureau" and other systems which can promote the formation of an effective mechanism for "ruling the party according to the rules" with systematic support and specific systems.According to the revision of the inner-party supervision system since the 18 th National Congress,the changes in these new systems are mainly reflected in attaching importance to top-level design,giving full play to the advantages of the system to govern the party,grasping the "key minority" and strengthening the key supervision of leading cadres,clearing supervision responsibility and establish special supervision of the discipline inspection agency.The new changes in the inner-party supervision system have strengthened the ideological defense line the ideals and beliefs with the inner-party supervision,strictly managed the cadres and strengthened the concept of law and discipline with accountability mechanism,clarified the supervision responsibility and established the awareness of fine industry with discipline inspection and discipline,and promote the construction of work style and improve the style of party members with the Eight Principles.The new changes in the inner-party supervision system under the background of strict governance of the party have a positive effect on the ideal education of party members,socialist legal education and professional ethics education,which will help strengthen the effect of party members' ideological and political education,improve the quality of party members.The key to governing the party is to govern people.Developed ideological education of party members will help promote the comprehensive and strict management of the party. |
