Research On The Problems Of University Patent Technology Transfer From The Perspective Of Innovation Ecosystem

The fundamental value of university patents is implement instead of creation.Industrialization is the final aim of it,and commercialization and capitalization are the essential means to optimize the distribution of capital resources.However,the efficient of technology transfer is not perfect in recent years.This is because the lower level-structure,functional separation and mistaken cognition of technology transfer office.Based on those problems,this studies introduced the Theory of Innovation Ecosystem and developed University Innovation Ecosystem to provide a new solve path for the the problems of patent transfer and commercialization.A Case Study of foreign university innovation ecosystem found that patent technology transfer presents development patterns and rules,such as diversity of forms,functional integration,and refinement of technology transfer paths.Hence,we summarized and compared the innovation ecosystem of foreign universities under the model and mechanism of patent technology transfer,constructing the China’s university innovation ecosystem and realizing the systematization of patent technology transfer.To be specific,China’s university innovation ecosystem can set up two types of agencies of patent technology transfer,the hub patent technology transfer institutions and the integrated patent technology transfer institutions,which forms three patent transfer models,namely a patent transfer model with commercialization as the core,an industrialization-oriented academic entrepreneurship model,and a synergistically cooperative research model with multiple subjects.Meanwhile,we suggested to establish and improve the classified evaluation management mechanism of university inventions and creations,the distribution mechanism of benefits of patent technology transfer,and the resource integration mechanism of patent technology transfer to promote university patent transfer and commercialization.Finally,according to the basic Theory of Innovation Ecosystem,we predicted and prospected the developed trend of patent technology transfer in Chinese universities.Patent technology transfer institutions will develop from the primary administrative departments of universities with a lower organizational level to higher administrative levels of institutions and even market-oriented enterprises.And also,the expansion of their functions will promote the patent technology transfer institutions to change from hub-based institutions to integrated institutions.The focusof the patent technology transfer model in universities will also develop from the patent operation model to the academic entrepreneurship model and the collaborative research model with multiple-subject.Simultaneously,some integrated research institutions,accelerators and incubators in the innovation ecosystem will gradually develop technological innovation,transfer and commercial capabilities to undertake parts of the technology transfer and commercialization functions of universities.
