Under the background of mass entrepreneurship and innovation,the Internet platform economy is rising rapidly in China and permeating into various industries,changing various aspects of our lives.With the peaking of online traffic,third-and fourth-tier cities and even towns and villages have become the "final traffic bonus" of the Internet industry,and Internet platform enterprises are scrambling to small-town and rural marketsInternet platforms have cross-regional,cross-industry,cross-domain and other transboundary characteristics naturally,which brings new difficulties to government supervision.The supervision system and supervision ability of government departments,especially grass-roots government departments,cannot assume the supervision responsibility effectively,resulting in disorderly expansion of Internet platform enterprises,failure to eliminate risks in a timely manner,and even malignant incidents,which affects the safety of people's lives and property seriouslyInternet platform enterprises master high and new technologies,vast amounts of transaction data and platform governance experience,but they are essentially market subjects.The fundamental purpose of their operation is to pursue corporate profits.Without effective supervision,they are extremely likely to pursue corporate interests one-sidedly and become competitive machines for benefits driven by capital.Problems such as one-sided pursuit of expansion speed,abandonment of governance,vicious competition between platforms,neglect of the legitimate rights and interests of consumers,breeding of corruption within platforms and so on in the process of Internet platforms in small-town and rural markets are all the results.The benign development of Internet platform enterprises cannot be separated from government guidance and supervision.Government departments,as the supervision subjects endowed with law enforcement powers,are authoritative and credible naturally.The starting point of decision-making is also inclined to proceed from the public interest.However,there are also obvious shortcomings in the supervision of government departments on Internet platforms:firstly,the fragmented management system cannot adapt to the industry characteristics of the new formats of Internet platforms;secondly,the technical means and management ability are backward,and the Internet supervision ability needs to be improved urgently;thirdly,the system of laws and regulations is not perfect,and the government supervision lacks clear and feasible basis.The government dares not to start,and the strength is difficult to control.In order to solve these problems,the government should start with strengthening supervision the coordination,making up for the shortcomings of its ability,and improving the legal and regulatory system,so as to improve its supervision ability rapidly and adapt to the new situation of Internet supervision actively.The innovation of this paper lies in:it captures the new trend of Internet platforms in small-town and rural markets keenly,analyzes the government's Internet supervision dilemma and its institutional mechanism deeply with the above as the background,and puts forward practical and operable countermeasures and suggestions accordingly.Being in the Internet industry,I have the opportunity to observe the details of the process of Internet platforms entering small-town and rural markets from both internal and external perspectives closely,to fully obtain the data and reports issued by authoritative institutions,and to grasp the supervision trends timely,all of which is helpful to fully possessing first-hand information and providing fresh and powerful evidence for the viewpoints of this paper.There are some problems in the process of Internet platforms entering small-town and rural markets,but as a new way of organizing productivity,the Internet platform economy plays an important role in optimizing the allocation of resources,promoting transboundary financing development,promoting industrial upgrading,and expanding the consumer market,especially increasing employment.Under the guidance and supervision of government departments,unfavorable factors in the economic characteristics of platforms are avoided,so that Internet platforms develop healthily in line with the public interest,create well-beings for the public and contribute to society.In this process,the platform enterprises themselves have taken a more solid path of development and will have a broader prospect.
