Research On The Government Support Policy In The Development Of Small And Medium-sized Enterprises In Z District Of Zibo City

Small and medium-sized enterprises are an important part of the modern national economy.In the development of small and medium-sized enterprises,they are faced with financing difficulties,recruitment difficulties and other problems.To a large extent,they lack a platform,a relatively complete and optimized policy environment.To this end,the state and local governments have formulated a number of policies and measures to encourage and support the non-public economy,promote the development of small and medium-sized enterprises,and promote the development of private economy.The development of small and medium-sized enterprises in Z District of Zibo City is also faced with many difficulties.In order to promote the high-quality development of private economy and small and medium-sized enterprises,Z district government studies,formulates and perfects relevant supporting policies according to the regional reality,so as to build a good platform for the development of small and medium-sized enterprises and create a high-quality environment is imperative.Based on the actual development of Z District,this paper expounds the government support policy in the development of small and medium-sized enterprises in Z district from three aspects:the current situation of the development of small and medium-sized enterprises,the construction of service system and the content of government support policy.Through accessing to information and conducting a questionnaire survey,this paper analyzes the problems and causes of the support policy of small and medium-sized enterprises in Z District.And combining with the advanced experience of the grass-roots government in other regions in China,this paper puts forward optimization suggestions for the formulation and implementation of government support policies in the development of small and medium-sized enterprises in Z District from the perspective of public management.This paper elaborates the government support policies of Z District small and medium-sized enterprises mainly from six chapters.The first chapter is the introduction,which mainly introduces the research background,purpose and significance,comprehensively evaluates the research status of domestic and foreign scholars,and determines the research ideas and research methods of this paper.The second chapter defines the three core concepts of "small and medium-sized enterprises","supporting policies" and "policy implementation",and introduces the theory of government economic function,the theory of government enterprise relationship,and the theory of public policy value.The third chapter mainly studies the government support policies in the development of small and medium-sized enterprises in Z District,including the development status of small and medium-sized enterprises in Z District,the service system status of small and medium-sized enterprises,expounds the content of supporting policies in Z district from the aspects of Finance and tax,financing,land,innovation,talents,foreign cooperation and market access,and comprehensively analyzes the implementation effect of the current supporting policies.The fourth chapter makes an in-depth study and empirical analysis on the problems and causes of the government support policies in the development of small and medium-sized enterprises in Z District in terms of policy content,policy implementation and implementation effect.In the fifth chapter,on the basis of the first four chapters,through the comparative study of the advanced practices of the representative regions in China,the author summarizes the experience and enlightenment to improve the government support policies of Z District.The sixth chapter puts forward the government support policy optimization suggestions for the development of small and medium-sized enterprises in Z District,that is,from the three directions of improving the policy service system,optimizing the business environment,and refining the policy service,it puts forward the improvement suggestions for the government support policies in Z District,so as to promote the high-quality development of small and medium-sized enterprises and local economy in Z District.
