Research On The Implementation Of Support Policies For Small And Medium-sized Technology-based Small And Medium-sized Enterprises In County Areas

The Fifth Plenary Session of the 19th CPC Central Committee pointed out that we should see the dominant position of enterprises in innovation,fully mobilize the enthusiasm of entrepreneurs for innovation,and support innovative small,medium and micro enterprises to grow into an important source of innovation.As an important carrier of regional scientific,the sustainable development of small and medium-sized enterprises in science and technology requires the Party and the government to formulate a series of policies to support the innovation environment,research and development investment,talent guarantee and other aspects.Small and medium-sized technology-based enterprises in R area have developed well under the various policy support,but there are still some problems,such as the innovation environment is not optimized enough,the number and scale of small and medium-sized technology-based enterprises are small,and entrepreneurs' initiative innovation willingness is not strong.Based on R area small and mid-sized enterprise as the research object,using literature research,questionnaire survey method,interview method to conduct the thorough research to the small and mid-sized enterprise support policy implementation,try from the policy itself,the functional departments,enterprises and policy environment analysis policy implementation in the existing problems and causes,to explore ways to increase the efficiency of the policy implementation,to promote local public policy system and the establishment and perfection of operation mechanism has certain theoretical significance.At the same time,it points out the direction for the government to better play the role of service and guidance in the process of supporting technology-based smes.Articles from Smith policy implementation theory model,this paper through some policies apply high threshold,the policy coverage is small,functional departments policy implementation does not reach the designated position,enterprise innovation subject consciousness is not strong,less than optimal policy implementation environment,etc.Thus put forward the effective way to enhance the implementation effect of support policy.Firstly,collate relevant domestic and foreign literatures on policy implementation theory and policy research of technology-based small and medium-sized enterprises,and briefly explain the research significance,content and methods.Secondly,it briefly expounds the relevant definitions of science and technology smes and Smith's policy implementation theory,and analyzes the applicability of Smith's policy implementation theory.Thirdly,the policy situation,policy implementation and policy implementation effect of small and medium-sized technology-based enterprises in R area are sorted out and summarized.Fourthly,using the policy implementation theory of Smith,this paper sorts out the implementation issues of supporting policies for small and medium-sized technology-based enterprises from four aspects: policy itself,functional departments,enterprises and policy environment.According to the carding out of the problem,analyze the reasons for its existence.Finally,in view of the existing problems in policy implementation,this paper puts forward countermeasures and suggestions from the perspective of transforming government functions and improving the administrative ability of the government from four aspects:improving the quality of supporting policies for small and medium-sized enterprises of science and technology,improving the policy execution ability of functional departments,improving the ability of enterprises to use policies and optimizing the policy implementation environment.
