A Study Of European Interest Groups' Influential Mechanism On Eu Decision-making On China

Market economy is of great significance to China.In exporting trade,being treated as market economy by other countries would reduce the risk of being imposed high duties.China should automatically earn market economy status after the expiration of part of the article 15 of the protocol on China's accession to the WTO in December 2016.But the WTO didn't make specific provision about the conditions of getting market economy status,it can be earned by other WTO member countries on the basis of domestic laws and regulations.However,the United states and Europe hasn't granted market economy status to China.On the question of whether the EU should grant the market economy status to China,the EU commission was initially willing to grant China market economy status.But the EU interest groups opposite the decision strongly because it would influence the EU economy seriously.The interest groups and the party in the European parliament influence the EU decision through various ways,,creating a great influence to the EU commission.Finally,the commission gave up granting China market economy status,and drafted the EU anti-dumping legislation amendment,they replaced ‘analogy country' approach with the ‘significant distortions' as a standard to judge the anti-dumping margin in order to protect the EU economy and jobs.First of all,this paper introduce the concept of the interest group and the developing process,the ways to influence the EU decision-making to understand the operation of EU interest groups.Then,taking the ‘EU refused to grant China market economy status' as an example,using the multiple stream theory as an analysis tool to study the influential mechanism of EU interest groups on the EU decision in the process of EU refused to grant China market economy status and the introduction of anti-dumping amendments,which is the focus of the paper.The main task of the paper is to clarify the mechanism of EU interest groups on the EU decision towards China by observing the ways?Channels and overall operations of the EU interest groups used to influence the EU decision,and put forward some suggestions for the relationship between the EU and China on the issue of market economy status.
