China's exploration in the market economy has been going on,and the socialist market economy system has been gradually established and enriched.The market is no longer the basic role,but the decisive role of the market in resource allocation has been transformed and established.The current gradually in the reform and development of carding and clear the relationship between government and market,under the impetus of the reform of mechanism system at the same time,the marketization of public utilities reform deepening,the government's public management and service mode huge changes have occurred,safeguard the public interests,improving the quality of service,the development of a service-oriented government has become the consensus of the whole society.Urban heating has strong quasi-public goods characteristics,which is not only related to people's livelihood,but also related to social stability.Market-oriented reform is the historical choice for the development of public utilities.Practical experience has proved that market-oriented public utilities need to be guaranteed by efficient management level coordination.The main purpose of this study is to comb marketization of Dalian city heating measures taken by the government,pointed out that in the new era in the development of the contradiction,and the existing problems in the supervision,puts forward reasonable suggestion and opinion,strengthen the government and the contradiction of heating industry marketization new phenomenon problem such as regulation,to enrich the content of heating market-oriented government supervision,improve the level of government administration,safeguard social public interests and enhance the level of urban construction management.Marketization of this article is based on Dalian city heating regulation of the government as the research object,the integrated use of multiple subjects such as sociology,public management,administrative economics theory,using literature research,cross method,summary analysis,methods of combining theoretical analysis and empirical research,comprehensive analysis was carried out on the marketization of Dalian city heating,found the problem,in the era of new economy culture science and technology rapid development today,should strengthen the new energy development and utilization,strengthen the supervision of the government efficiency,perfecting the system and mechanism,give play to the positive role of the parties,the principle of give attention to both efficiency and fairness,We have raised the awareness of environmental protection and promoted the use of new energy,and put forward measures to meet the requirements of the new era and improve service quality.This researchgives the present stage consideration and the related suggestion to Dalian city heat supply marketization government supervision.This research is divided into five chapters.First,it introduces the research background and theoretical results at home and abroad.The third chapter focuses on the analysis of the current situation of the marketization of urban heating in Dalian,starting with the analysis of the characteristics of the heating industry,and points out the measures taken by the current government regulation and existing problems in the marketization of heating.Chapter four summarizes some practices and perspectives of government supervision in some large domestic cities and some foreign cities.The fifth chapter further strengthens the Dalian government supervision countermeasure analysis,has proposed the consummation and the promotion measure according to the Dalian actual situation.The research summarizes the measures and achievements taken by Dalian municipal government in the marketization of urban heat supply,which can be used for reference by other similar cities.The value of innovation lies in the rationalization of the supervision of Dalian at the present stage and the thinking of future development.In the process of supervision,attention should be paid to the utilization of scientific and technological achievements and the overall layout of urban construction.
