The Study On Government Regulation Of Urban Heating In Urumqi

Urban central heating refers to the use of electricity-heat co-generation,heating boilers,clean energy and other heat sources to provide heat supply for urban residents by means of heating network,to ensure the heating demand of heat users.As an important urban infrastructure and livelihood projects,urban central heating plays a decisive role in daily production and life,and gradually becomes an important supporting condition in the field of people's livelihood,and to safeguard society.It is of great significance to stabilize and enhance urban well-being.In view of the contradiction between the unbalanced supply of the main body of the market and the high-quality demand of the main body of the city for central heating in the process of the development of urban central heating,it is necessary for the government to regulate the urban central heating.Through the government regulation,the negative effect of the failure of the heating market on the supply of heat products can be reduced,so as to optimize the utility of resource allocation,so as to enhance the satisfaction of the public.However,"the government is not omnipotent".The regulation process of central heating is limited by the regulators themselves,which makes the regulation link "rule by man" strong and the government behavior fails.This also has a serious impact on the sustainable and healthy development of urban central heating.When reality calls for rationality,it becomes a theoretical research and Discussion on how to carry out scientific and effective government regulation in the field of urban central heating.Practical application is an important proposition that can not be avoided.Through systematic research,this paper has three conclusions: Firstly,the evolution of government regulation of urban central heating in Urumqi has gone through three stages:1.the initial development period(1984-2003)with quality(product)regulation as the main part and environmental regulation as the supplement.2.the market reform period(2003-2012)with both market regulation and price regulation as the main part,and the quality(service)regulation as the leading part.3.Upgrading and optimizing period(from 2012 to now)with environmental regulation as the leading factor and quality(service)regulation as the top priority;secondly,there are six specific problems in the process of government regulation of urban central heating in Urumqi: first,the "coexistence of multiple departments" in the establishment of regulatory bodies and the "Misemployed" in the construction of regulatory teams;second,the "three difficulties" in price regulation(measurement,charging and price adjustment).Third,the regulation of heating quality can not keep up with "product regulation" and "service regulation can not do well".Fourth,the "difficult promotion of regulation" and "single regulatory means" in environmental regulation.Fifth,the "weak intentions" and "strong intentions" in market regulation.Sixth,the "two inactive" in the regulation of heating government regulation and social participation(inactive and inactive participation);Third,the "two inactive" in the regulation of heating government regulation and social participation.In order to improve the ability and level of government regulation of urban central heating in Urumqi,the study considers that the government regulation should be optimized and improved by coordinating market,government and public forces.The specific optimization points correspond to the above-mentioned regulation problems:(1)The design concept of "clear,independent and centralized" should be followed in the establishment of government regulation institutions,and the construction of regulation team should be carried out.Establish "professional,professional" development thinking;(2)price regulation should follow the "tripartite upgrade"(technology upgrade,incentive upgrade,means upgrade)principle of action;(3)market regulation should establish the "Strength and Heart" improvement concept;(4)quality regulation should implement the "four integration" operation rules;(5)environmental regulation should formulate the "one specialty and two Diversities" implementation strategy;(6)The regulation of social participation should achieve "double transformation"(the change of management concept and participation concept).Through the above research,the author firmly believes that "Urumqi City is the epitome of Chinese cities",which can be seen from a small perspective,and will also provide some reference for the future practice of regulation of urban central heating in China.
