Heat supply engineering should serve the social construction in an effective way and for this purpose, a proper evaluation, analysis and comparison must be carried out upon the various technical plans, measures and the economic benefit of the designed engineering, that is to say, it must stress the economic benefit and calculate the account of economy. The technical economy analysis is an indispensable and important work part in the large-scale heat supply engineering projects and for any one large and huge engineering project, it should be fully and scientifically based upon either the technology or the economy.The energy structure of a certain country determines the technical development orientation of the urban heat supply. In the sphere of the world, on the whole there are two forms of urban heat supply, the first one is to adopt the dispersed heat supply on the basis of high grade energy resources and the second one is to develop the centralized heat supply. Ours is a country that takes the coal as the primary energy and therefore, it has determined the technical principle of developing urban centralized heat supply in our country.In accordance with the intermediate theory of the world heat supply engineering development, the development of heat supply engineering is generally going through three stages in which developing from the lower stage to the higher stage, they are divided as such the dispersed heat supply stage by use of smaller boilers and smaller heating stoves; the centralized heat supply stage by heat & power Plant and regional boilers and the multi-heat resources interlinking heat supply stage by low temperature nuclear heat supply, heat pumps and heat & power Plant. At present, the economy of Dalian municipality is constantly and steadily developing and the urban construction scale is ceaselessly expanded and those have put a still higher requirement before the heat supply undertakings as the urban infrastructure facilities and, for this reason, a scientific and rational planning must be made for the development tendency of theheat supply engineering project of Dalian municipality so as to fully satisfy and meet the needs of either urban economic development or raising the people抯 living quality. This treatise is made either on the basis of widely analyzing the current status of Dalian urban heat supply engineering or consulting the latest international and domestic documents pertaining to the subjects of heat supply, energy saving and environmental protection, and so on and has evaluated both the progress and ripeness of various kinds of heat supply technologies and moreover it has made a full use of the principle and theory of techno-economic science to evaluate and compare, in the view of the economic and social benefit traits, the various kinds of heat supply forms including the low-temperature nuclear heat supply, heat & power linking production, regional boilers and heat pumps as well as the contribution of centralized heat supply to the environmental protection; it also makes use of the energy-saving theory to go into the four links of the energy-saving technologies in aspects of heat resources, heat network, heat supply station and the heat-supply users in the heat supply engineering project as well as the heat supply operation, management and adjustment and also put forward many kinds of energy-saving measures and the corresponding economic analyses thereof.Through the above-said analyses and in the light of the actual status of Dalian municipality, it has made use of the Weighted Average Method to make a comprehensive evaluation of the various kinds of heat supply forms and, on this basis put forward the proposals about the future development of Dalian urban heat supply engineering project.
