Research On The Promotion Strategy Of The Government In The Transformation And Upgrading Of J Economic And Technological Development Zone

Since the reform and opening up 40 years ago,the Economic and Technological Development Zone has become an important window for the development of an export-oriented economy in many places,and has become the main battlefield for many provinces and cities to develop the real economy.J City,located in the central part of Z Province,established the J Economic and Technological Development Zone as early as 1992.After 27 years of development,J Economic and Technological Development Zone has become the "main engine" for the development of the real economy of J City,and has cultivated a number of high-quality enterprises in the fields of new energy vehicles,biomedicine,digital economy,etc.,with a population of nearly 500,000..Although some achievements have been made,it still faces greater pressure for transformation and upgrading.By summarizing and analyzing the problems existing in the transformation and upgrading of J economic and technological development zones,combined with the advanced experience of other countries and regions,the specific countermeasures for promoting the transformation and upgrading of J economic and technological development zones are proposed in a targeted manner to enhance the development of J economic and technological development zones.Vitality is of great significance.From the domestic and foreign research literature on the transformation and upgrading of economic and technological development zones,the current research results include research results on the management system,evaluation indicators,industrial clusters and internal factors of economic and technological development zones.However,on the whole,there are not many ways to promote the transformation and upgrading of economic and technological development zones from the perspective of the government's promotion of countermeasures.First of all,according to the achievements of the 27 years of development of J Economic and Technological Development Zone,this paper divides its development stage into the initial stage,the coordinated development stage of the second and third industries,and the integration stage of“two districts”,vigorously developing four stages.And analyzed the characteristics of each of the four stages.Secondly,on this basis,this paper comprehensively summarizes the measures and achievements of the government to promote the transformation and upgrading of J economic and technological development zones,and points out that the government still exists below in the process of promoting the transformation and upgrading of J economic and technological development zones.The problem:the government's ability to optimize the structure of the enterprise is insufficient,the ability to solve the factors such as capital and land is insufficient,the ability to improve independent innovation is not strong,and the system and mechanism are still lacking,and it is pointed out that the government needs to further strengthen and strive for the transformation and upgrading of traditional enterprises.The subjective initiative of support needs to be improved,there are not many independent innovation policies,insufficient measures to cultivate independent innovation capabilities,and not completely rationalized the relationship.Third,the paper also draws on the advanced experience of the transformation and upgrading of domestic economic and technological development zones such as Silicon Valley,Singapore Jurong Industrial Park,Hangzhou,Suzhou,Jiaxing,etc.,from strengthening the transformation of traditional enterprises,cracking the constraints of factors,and actively creating new ones.Start with kinetic energy,further rationalize the system and mechanism,and further promote the transformation and upgrading of J economic and technological development zone,so as to better play the role of J economic and technological development zone to promote the development of J city's real economy.
