In today’s world, the industrial clusters are highly coresponded to regional economic development. Accordingly the industrial cluster policy has become the hot issue of multidisciplinary research. In this context,the effect of industrial cluster is increasingly important in Tibet economic development. Governments at all levels in Tibet have launched lots of effective policies to encourage industrial clusters since 1990’s when the Lhasa national Economic and Technical Development Zone had been planed.From the point of view of practicem, The cultivation and development of industrial clusters which is With industrial park to represent can be traced back to 1996 which is the first year of the period of the Ninth Five-year Plan to the Lhasa national Economic and Technical Development Zone in the process of construction. In this 20 years,not only the number of Tibetan industrial park is on the rise,but also the relevant policies of industrial cluster is also increasingly enriched which have formed a set of policy system.Tibet industrial agglomeration policy worked well, develop a suitable industrial concentration of political and social economic environment.Part of the farmers and herdsmen gradually toward the center towns and Lhasa, Furtherly supports the development of the industry, especially in manufacturing and drives the industrialization process in Tibe.It furtherly improved the investment environment.The transportation is convenient and the infrastructure of telecommunications, water supply, electricity supply is perfect. So enterprise development costs are lower and lower.Just in this background, this paper choose the representative Lhasa national Economic and Technical Development Zone for industrial agglomeration policy research.The paper attained the information include data and policys through the field research method、questionnaire survey 、Statistical Yearbook data and part of the government policy information. One hand, in Lhasa national Economic and Technical Development Zone management Committee,I gained the data of company in Lhasa national Economic and Technical Development Zone about The Third National Economic Census in year of 2013-2014. On the basis, I also had chose the behalf of the enterprise in The five advantages of industrial cluster, doing the in-depth questionnaire survey. On the other hand, I system combed the policy and planning in recent years of the Tibet autonomous regional government and relevant functional departments, and combined with several year Tibet Statistical Yearbook、the data in the statistical yearbook Lhasa. To do this is for that strive to understand industry agglomeration policy’s influence on the Lhasa national Economic and Technical Development Zone, and judge the effect of cluster policy.After quantitative and qualitative analysis of the collected data, I have draw a conclusion that industrial agglomeration policy effect is obviousely excellent, while there are problems in the policy implementation. One of the problems reflected in cluster policy is low degree of industry correlation and local dependency. The links of high value-added industrial profits are in the outside the Tibet autonomous region. The second drawback is that some companies suspected of seeking "policy rent". According to the Lhasa Economic and Technological Development Zone of economic census figures show that half of the enterprise in the zone is no revenue, that there is no fixed office space,and that there financial assets ratio is extremely high. Combined with the Lhasa Economic and Technological Development Zone industrial agglomeration policy analysis,I come to the conclusion that these huge "zombie" companies to maintain is due to get the low-interest loans from Lhasa Economic and Technological Development Zone.
