Research On Citizen Participation In Urban Planning

The theory of citizen participation has a long history.At present,with the awakening of citizen rights consciousness,citizens are no longer passive acceptance of government arrangements,but active participation in government management.Urban planning,as a public affair closely related to the lives of ordinary people,is closely related to the interests of ordinary people.Therefore,more and more ordinary people request to participate in it and make suggestions for urban planning.The government has also begun to respond positively to the voices of the citizens and let citizens participate in urban planning through various channels.At present,with the development of the network information age,the traditional urban planning communication mode has not adapted to the requirements of social development,which makes urban planning,a scientific and rational technology,gradually evolve into a process of game between ordinary people and the government under the democratic political environment.Scholars have also carried out continuous research on citizen participation in urban planning,in order to play a more effective role of citizen participation,and appealed to the government to attach importance to citizen participation.Therefore,it is necessary to study the subject of citizen participation in urban planning from the perspective of public management in order to solve the social problems caused by the heavy emphasis on technology while neglecting the process of social participation in urban planning.This paper mainly studies citizen participation in urban planning of Nanchang through policy text analysis and case analysis,and takes the expansion project of Jiulonghu Sewage Treatment Plant as an example to find out the existing problems in the process of citizen participation in urban planning of Nanchang.The main problems are: the citizen participation procedure is formalized,the degree of public participation is not deep;the passivity under the leadership of the government.Participation;the adoption and feedback system of public opinions is not perfect;information disclosure is not in place.Therefore,the author believes that in order to improve citizens’ participation in urban planning,we must improve the relevant laws and regulations,enhance citizens’ participation ability and awareness,strengthen the communication between the government and citizens,and broaden the channels of government information disclosure.
