Research On Influencing Factors Of Public Participation Intention In Urban Planning

With the progress of democracy in our country,the public began to participate more in the formulation of public policy.In this paper,based on a lot of literature reading and the understanding of the reconstruction plan of Chengdu north city,we put forward the problem to be studied--public participation in the reconstruction plan of Chengdu north city.Through further literature review and related theoretical knowledge,we present research hypotheses,design research framework and questionnaire.In order to obtain relevant data sources,questionnaires were issued to residents in Jinniu District,Chenghua District,Xindu District and its surrounding areas in the reconstruction plan of Chengdu north city.Based on the previous literature research,combined with the concrete practice of public participation in urban planning in China,we select the public’s trust in the government,the government’s response to the public,the public perception of urban planning,the disclosure of government information,and establish the model to explore its impact on the willingness of the public participation.Research shows: after controlling for demographic variables,four independent variables to verify,namely the public’s trust in the government,the government’s response to the public,the public perception of urban planning,the disclosure of government information,can explain 13% of the change in public participation in the reconstruction plan of Chengdu north city.The public’s trust in the government,the government’s response to the public,the public perception of urban planning,the disclosure of government information are directly proportional to the public’s willingness to participate.So as the public trust in government and the government’s response to the public degree enhances unceasingly,the public’s perception of urban planning information transparency of constantly improving,government information becomes more transparent,the will of the public participation will continue to rise.In view of this research result,this paper proposes advice as we should strengthen the construction of the government’s credibility in order to enhance the public trust in government,the government’s response to the public should be more timely,active,and through the proper channels,we should strengthen the urban planning of the public consciousness cultivation,strengthen the government information disclosure level.
