Study On Public Participation In Urban And Rural Planning Of Zhongshan City

Nearly 40 years after the reform and opening up,the mode of economic development has shifted from the planned economy to the market economy.Meanwhile,the urban development pattern that has been adapted to the economic development has also changed a lot.Urban and rural planning is the important policy of urban governance,Innovation governance and open city that can make the administrative more efficient,reduce social contradictions and to optimize the system of social governance,so it is necessary to strengthen public participation in urban and rural planning.Based on previous studies and the actual situation of zhongshan city,from the Angle of urban governance,study on matters(object),subject,procedure(process)and other content of public participation in urban and rural planning,combined with case analysis the current situation of zhongshan city,there is no pertinence of matter and the low level of public participation,no sure of subject and definition is not clear,no detailed of procedure and lack of specific guidance,this article points out the cause of public participation in urban and rural planning of zhongshan city,is mainly that the public exist deviations in understanding of public participation in urban and rural planning,is not clear about participators' responsibility and light,is difficult to refine the system of public participation.Finally,to solve the problem,we suggest,deepening understanding to changing concept,paying attention to public participation in urban and rural planning;Clarify responsibilities and protect rights and interests,and encourage all sectors of socie ty to participate actively;Make System play a role,guide the sustained and effective public participation,and so on.Including the following concrete measures,put forward to do a good job in urban and rural planning information disclosure,promote urba n and rural planning knowledge popularization,clear the development direction of public participation;To clarify the responsibilities of government departments,ensure the rights and interests of all parties,strengthen legal aid,and continuously raise the level of participation of the whole people;To formulate practical public participation guidance documents,develop the public participation organizations that meet the needs of The Times,and construct public participation pattern that is suitable for the actual of zhongshan city.
