Research On China's Enterprise Innovation Policy(2006-2017)

Based on the theory of innovation and the theory of policy tools,this paper uses a combination of quantitative and qualitative methods to conduct detailed statistics and analysis of the national-level enterprise innovation policies introduced in 2006-2017.Based on the historical review of China's corporate innovation policy formulation,a detailed quantitative and qualitative analysis of the overall development of corporate innovation policy from the macro level is an innovation point of this research.In order to accurately the development of China's enterprise innovation policy and promote the construction of an innovative country,through the construction of an enterprise innovation policy analysis framework,qualitative analysis and three levels from the policy-making department dimension,the policy-type category dimension and the policy document effectiveness dimension are respectively Quantitative statistics reveal the differences in preferences of corporate innovation policies at the national level in China,analyze the use characteristics of policy instruments under different types,and clarify the distribution of the effectiveness of policy documents.The hypothetical premise of this study is that“China's current state-level enterprise innovation policy has insuffmcient synergies between innovation policy-making institutions,the imbalance between the use of innovative policy types and the irrational structure of policy texts." Under the conditions of text collection and statistical analysis,analyze and verify the state-level enterprise innovation policy in the formulation of the distribution of subjects,the use of policy types and the status of policy effectiveness.The conclusions are as follows:the coordination between the main body of innovation policy in China's enterprises is insufficient,the demand side innovation policy in the policy type is absent,and the authority of enterprise innovation policy in policy effectiveness is low.Based on this,combined with the enlightenment of western developed countries in formulating enterprise innovation policies,put forward targeted and constructive opinions,in the hope that China's enterprise innovation policy system can be continuously adjusted and improved in the future construction.
