Characteristics And Trends Of Consultative Democratic Channels In China Based On An Analysis Of The Policy Text

Consultative democracy is an important way to realize the leadership of the party and is the unique form and irreplaceable advantage of China’s socialist democracy.In December 2006,the first policy text on consultative democracy was introduced,and the work of the CPPCC proposal was an important channel for consultative democracy.Consultative democracy has gradually entered people’s field of vision.Until October 2012,the report of the 18th National Congress of the Communist Party of China clearly stated for the first time the "sound socialist consultative democratic system" and clarified the three channels of consultative democracy-the state political organs,the CPPCC organizations,and the party groups.The communique of the Third Plenary Session of the 18th CPC Central Committee proposed to promote the extensive and multi-layered institutionalized development of consultative democracy,and to build a consultative and democratic system with reasonable procedures and complete links,and then to clarify the five major channels for consultative democracy:state power organs,CPPCC organizations,party groups,grassroots organizations.The channels of consultation of social organizations and effective channels for consultative democracy have been further expanded.The "Opinions on Strengthening the Construction of Socialist Consultative Democracy"issued by the Central Committee of the Communist Party of China on January 5,2015 clarified the seven channels for consultative democracy-party consultation,government consultation,CPPCC consultation,people’s congress consultation,people’s group consultation,grassroots consultation and society organizational consultation.Over the years,the expansion and gradual clarification of the channels for consultative democracy has grown up to be an important symbol of the construction of a consultative democratic system in China.The development and changes of the channels for consultative democracy represent the continuous improvement of China’s consultative democratic system.In the new era,the report of the 19th National Congress emphasized that "We must promote broad,multi-layered and institutionalized development of consultative democracy,and coordinate the promotion of party consultations,people’s congress negotiations,government consultations.CPPCC consultations,people’s group consultations,grassroots consultations,and social organization consultations."The broad.multi-layered,institutionalized consultative democratic system.the integration of decentralized channels of consultative democracy and its integration into a complex consultative democracy system is new requirements for the development of consultative democratic channels.Therefore,the study of the development and characteristics of the democratic channels of consultation has become the focus of current research on consultative democracy.Based on the method of quantitative analysis of policy texts,this paper explores the current development status,trends and characteristics of China’s current democratic channels ofnegotiation.Based on this,this paper starts with the perspective of consultative democratic policy literature and builds a textual database of China’s consultative democracy policy.Collect and screen 366 effective policy documents for 2006-2018 with the words"consultative democracy"and "consultation channels".On this basis,the negotiation level,the negotiation subject and the negotiation content are selected as the dimensions of the negotiation democratic channel analysis,and the NVivo software is used to conduct qualitative research on the policy text.The study analyzes the development of the channels of consultative democracy and expounds the main features of the channels of consultative democracy in China from multiple dimensions.Based on the main characteristics of the democratic channels of consultation,this paper explores the development trend of the democratic channels in China.The longitudinal and horizontal characteristics of the negotiation channel are discussed in combination with the characteristics of the negotiation channel.On this basis,from the perspective of institutionalization,how to better develop the channels for consultative democracy,and put forward the following policy recommendations:formulate different levels of negotiation channel system norms from the central to the local based on theoretical and practical needs;in the negotiation issues,negotiation process,negotiation In practice,construct a composite mode of negotiation channels for different content;improve the participation validity of negotiation channels of different subjects from the scope and effectiveness of the participation of the participants;and innovate the communication channel of negotiation channels under the mass network from the perspective of policy deficiency.
