For a long time,the market monopoly,insufficient supply and inadequate supervision of the traditional parade market in China have made the problem of "difficult to hit a taxi" and"valid for a taxi" widespread in the national travel market.The emergence of the network car is bringing The subversive changes in the travel market have also provided new ideas for solving public transport problems.As early as 2015,the central government and the Ministry of Transport were actively seeking ways to manage the network.With the continuous development and growth of the network car market,The loopholes in the system and the lag of the law made problems in the development of the industry.Faced with an untenable dilemma.These problems will inevitably affect the sustainable development of the network car industry,and will also have a negative impact on the entire public transport and social development.With the rapid development of the social economy,people's understanding of the network car has gradually returned to rationality from the initial enthusiasm,and put forward higher requirements for the government's public policy governance capabilities.Therefore,for the government departments,there is still a long way to go to continuously improve the network car supervision system and form a comprehensive institutionalized supervision.Based on the above analysis,this paper takes China's network vehicle supervision policy as the research object,based on the multi-source flow theory,embeds several core concepts in the discontinuous equilibrium theory from the perspective of factor embedding,and constructs the theoretical analysis framework of this paper.First of all,the article will sort out the development stage of the network car supervision policy,and explain the policy situation and policy characteristics of each stage.Secondly,the article will be based on the multi-source flow theory,and dig deep into the process of the change of the network car supervision policy.The specific content of the source,policy source and political source and how the three sources intersect to open the policy window to promote policy change.Finally,through the discussion of the above problems,this paper discusses the characteristics and existing deficiencies in the process of China's network car regulatory policy changes,and draws the enlightenment of the policy change process and predicts the development trend of the future network car policy,with a view to the future network contract.Provide a reference for the improvement of the vehicle's regulatory system.Promote the government to build a good public transport environment,achieve mutual benefit and win-win between multiple entities in a fair market environment,and truly realize the beautiful vision of people's safe travel and convenient travel.
