Research On The Difficulties And Countermeasures Of The Disciplinary Committee's Discipline Inspection Cooperation

Since the 19 th National Congress of the CPC,the reform of discipline inspection and supervision institutions is an important link in the modernization of the country's governance system and capacity.As an important part of the State Discipline Inspection and supervision system,the ability of the grass-roots Discipline Inspection Commission to perform its duties,to carry out discipline inspection,and to supervise within the party directly determines the social stability and the happiness index of the masses.As the most important work of the grass-roots Commission for Discipline Inspection,its importance is self-evident.The reality of the grass-roots social environment determines that individual can not complete the supervision and discipline inspection go hand in hand,we must rely on mutual cooperation to achieve.In the face of the fact that the number of disciplinary violations is too large,the frequency of disciplinary violations is rising,and the forms of disciplinary violations are increasing,the basic-level disciplinary committees are often at a loss as to what to do.There are local innovations in their working methods and methods,but little effect has been achieved.Under the "dual leadership" system of the disciplinary committees,how to tap the potential is worth our consideration.In this paper,three practical cases were investigated by different units,which involved different ways of cooperation,including the cooperation between the Vertical County Disciplinary Committee and the Township Disciplinary Committee,and the cooperation between the Horizontal Township Disciplinary Committee and the Township Disciplinary Committee,through the actual problems and difficulties encountered in the process of discipline inspection,the difficulties and reasons faced by the coordination of the discipline inspection commissions at the grass-roots level are analyzed in simple terms,the difficulties mainly focus on the problems related to the imperfect operation of the leadership mechanism under the current dual leadership system of the Commission for Discipline Inspection and the special social status of the grass roots themselves,thus proposing whether the dual leadership system can be changed into a system headed by a Superior Commission for Discipline Inspection,the Party Committee at the same level is responsible for supervising and participating in the assessment.The modified dual leadership system can realize the efficient operation of the coordination of the discipline inspection by the Discipline Inspection Commission at the grass-roots level,effectively close the relationship between the Party and the masses,and form a deterrent to the violations of law and discipline at the grass-roots level.However,based on the current dual leadership system,the difficulties existing in the coordination of Discipline Inspection and discipline inspection by the Basic Discipline Inspection Commission should be solved from two aspects: the External Mechanism and the promotion of internal personnel,mainly because the existing institutional mechanism should be more detailed,in particular,the assessment system should be improved,followed by external training and endogenous incentives to effectively improve the professional competence and quality of the discipline inspection and supervision cadres themselves,and to form an efficient,orderly and professional team of discipline inspection and supervision cadres,will fundamentally solve the grass-roots Commission for Discipline Inspection Cooperation in the difficulties faced.
