Since the 18th National Congress,the Communist Party of China(CPC)has continued to strengthen and adhere to its leadership in the face of an increasingly complex and challenging domestic and international environment,and has vigorously implemented strict governance of the Party and anti-corruption efforts,with results that have been well received by the general public.In recent years,the state has been reforming the monitoring system,promoting the creation of nationwide supervisory committees and co-locating them with disciplinary committees at the same level of the party,thus establishing "disciplinary and supervisory committees".One of the core departments of the Discipline Inspection Commission is the examination and investigation department.The study of the capacity building of discipline inspection and supervision cadres in the examination and investigation department of Y district,and the promotion of their continuous improvement,will help to optimize and improve the political ecology and governance at the grassroots level,so as to better protect the livelihood of the grassroots.The author previously worked in the case examination room of the Y District Discipline Inspection and Supervision Commission,and personally participated in the Y District Discipline Inspection and Supervision Commission review and investigation,with rich practical experience in performing their duties.The capacity building of discipline inspection and supervision cadres in the review and investigation department of Y district is considered as the main object of this paper,because I expect to promote the continuous improvement of the capacity of discipline inspection and supervision cadres in the review and investigation department of Y district through the study of this paper,to provide reference for the capacity building of discipline inspection and supervision cadres in the review and investigation department at district level,and also to make some contribution to the reform of the domestic monitoring system.In this regard,based on the supervision system reform,this paper conducts a comprehensive study on the capacity building of discipline inspection and supervision cadres in the review and investigation department of Y district,constructs a competency model for discipline inspection and supervision cadres in the review and investigation department of Y district,and proposes countermeasures to optimize capacity building based on the model and relevant data.First,the author elaborates on the corresponding purpose and significance of the current capacity building of discipline inspection and supervision cadres in the review and investigation department,determines the research line and research method,and reviews the results of relevant domestic and foreign literature.Second,the relevant concepts are defined,and the concepts of competence,capacity building,competency,competency model,and disciplinary supervision are systematically described.Subsequently,the object of this paper is comprehensively introduced,and the current situation of capacity building of discipline inspection and supervision cadres in the review and investigation department in Y district is studied and analyzed,and the shortcomings of capacity building of discipline inspection and supervision cadres in the review and investigation department in Y district are analyzed and collated,and the reasons are explored in depth in three levels.Finally,the competency model is constructed,and the competency model of discipline inspection and supervision cadres in the review and investigation department of Y district is constructed based on four dimensions(political literacy,professional literacy,business ability,and personality traits)with a total of 20 competency elements through questionnaire survey method,behavioral event interview method,and literature research,and with full validation.Based on the constructed competency model and questionnaire survey results of discipline inspection and supervision cadres in the review and investigation department of Y district,specific guarantee measures for optimizing the optimal capacity building of discipline inspection and supervision cadres in the review and investigation department at the district level are proposed.Through the research of this paper,firstly,it will lay a good condition basis for the management of discipline inspection and supervision cadres in the review and investigation department of Y district,and secondly,it will provide reference and reference for the management dilemma discipline inspection and supervision organs existing in other regions in China,and then promote the comprehensive implementation of strict governance of the Party.
