On Public Participation To The Construction Of The Civilized County-Level City

Civilized city is the reflection of the highest standard of a city's overall civilization level,the embodiment of the city's comprehensive ability,the intangible assets and the most important brand of a city.Since the Central Civilization Office held the national county-level civilized city construction site meeting in Zhangjiagang City,Jiangsu Province in October 2014,the county-level city has become the main battlefield of civilization construction in the new era.The establishment of a civilized city is inseparable from the participation and support of the public.The urbanization proportion of county-level cities is relatively low compared with prefecture level cities and other big cities.Therefore,how to improve the public participation and avoid the establishment of civilized cities as a government play is the key and difficult point in the process of building civilized cities.First of all,this paper explains and defines the concept of the public participation in the construction of civilized city,and then researches the problems of public participation in the construction of civilized city in Xinzheng with governance theory and new public service theory.We can understand the current situation of public participation in the process of building a civilized city in Xinzheng City through literature analysis and questionnaire survey,and find out the main problems of public participation in the process of building a civilized city at county level,including: the quality of the public is not enough;the public participation channels are not smooth,the public participation form is single;the participation mechanisms and implementation mechanisms are not perfect.On this basis,this paper puts forward specific measures to improve the public participation in the process of building a civilized city at county level,including: improve the awareness and ability of the public participation;unblock the channels of the public participation,enrich the forms of the participation;establish and improve the long-term mechanism.
