Research On Public Participation In The Process Of Building Huizhou A Civilized City

“National Civilized City”is a comprehensive honorary title to reflect the overall civilization development of a city,which is a comprehensive concept consisting of a serial factors such as politics,culture,economy,education,science and technology,environment and hygiene as well as the highest honor in the current domestic urban comprehensive appraisal.Building a “National Civilized City” has now become the demonstration of development potential and comprehensive competitiveness.Huizhou City highly values and has been investing wildly in building itself into a“National Civilized City”.Due to great public participation,the effort has achieved outstanding results.Still the problem lies in insufficient or ineffective public participation in some fields.Therefore,the research on how to improve public participation in building Huizhou into a“National Civilized City” focusing on analyzing the problems in public participation and solution has great significance not only for Huizhou City itself but also other cities building themselves as “National Civilized City“.Therefore,this research starts from the concepts of civilized city and public participation with the theory of public governance,the theory of the party's mass line and the theory of service-oriented government as its theoretical basis.First of all,the thesis introduces the achievement in public participation from three dimensions namely the subjects,the contents and the approaches on the base of the status quo of Huizhou in building the National Civilized City and in the meanwhile summarizes existing problems from the perspectives of both the government and the public.On this basis,the existing problems from the government and the public,both the subjective and objective perspectives have also been carried on in the analysis,which concludes the cause of the problems.Secondly,from the perspective of comparative study,on the basis of data focusing on Wuhan,Shenzhen and Shanghai,which are at the forefront in building civilized cities and implemented a serious of successful practices to improve public participation according to their specific features,this thesis summarizes and extracts the good practice in improving the public participation,with the purpose of setting positive samples,broadening the vision,inspiring thinking and offering suggestions for cities to carry out the relevant work.Finally,according to the status quo of Huizhou,it proposescountermeasures and suggestions on how to improve public participation in building civilized cities from the perspectives of participation subject,participation channel and system and mechanism.
