Research On The Reform Of "De-administration" Of Charity Organization In F City

Since China's reform and opening up,with the rapid development of our country economy,people's demand for material and cultural life has become increasingly diverse,since differences between rich and poor of the urban and rural areas,regions,and groups lead to the phenomenon of imbalance and inadequacy on different groups,Charitable organizations arise at the historic moment and become to be a counterweight to the social security system,they have played a vital complementary role in mobilizing social resources and mobilizing social forces to participate in social governance.Because of the non-profit nature,charitable organizations have limited access and weak capacity to mobilize social resources spontaneously in the process of charitable activities.Therefore since the birth of charity,they are often inseparable from the intervention and support of government departments,and have so many connections with it.The brand of administration has been deeply portrayed in every stage of the development of charitable organizations,that makes charitable organizations forming a certain dependence on the government departments,and presenting a strong administrative color.This paper takes the reform of "administratization" of charitable organizations in F city as an example,from the perspective of the relationship between charity and government,taking the administratization of charitable organizations as the research content,to discuss the influence of the phenomenon of "administratization" on the development of charitable organizations at the different periods of the emergence and development of charitable organizations in China,especially after the charity crisis,for example,the Red Cross "Guo Meimei" incident in 2011,the "love village" event in He bei province in 2018,what is the difference in the intervention intensity of the government's administrative means,then combine the change in the country's administrative system and revision with improvement of regulations and policies,to further analyze the causes of the phenomenon of "administratization" on charitable organizations under the system of socialism with Chinese characteristics,and the countermeasures of the de-administration of charitable organizations,so that the government can truly transform the function of "small government-big society" in the development of charitable organizations,and give private charities more opportunities to compete on an equal footing in the socialist market economy.So much so that truly achieve the goal of good governance in the field of charitable organization governance.
