Research On The Supervision Of Charitable Organizations In T City

The noble spirit of philanthropy and its heavy responsibilities have gradually attracted people's attention in the social changes.As a civil subject,charitable organizations play the most important role as participants in the process of carrying out activities,and they are also helpful to promote the development of philanthropy.Public corruption is becoming more and more serious,and the development of charitable organizations is forced to enter a vicious circle of declining credibility.It is recognized that strengthening the supervision of charitable organizations is a key factor to promote the healthy development of charitable organizations.The research on the supervision of charitable organizations in T city is helpful to improve the supervision effect of charitable organizations,provide more comprehensive and accurate social demands for government decision-making,promote the government to re-examine the functions of public management,and accelerate the construction of public service-oriented government,which is of great significance to both theoretical study and practice.This research combines volunteer failure theory,new public service theory,collaborative governance theory and responsive supervision theory,and systematically analyses the current situation of charitable organizations in project management,fund supervision and other aspects,taking the regulatory matters of charitable organizations as a starting point.A total of 291 questionnaires were collected in this paper.By using the methods of literature induction,questionnaire survey,interview and case analysis,a quantitative and directional data analysis method was adopted.The government of T city has become the sole supervisor of charitable organizations.Although some measures have been taken to supervise charitable organizations,there still exist inadequate legal basis for responsibilities and powers,imperfect supervision and evaluation mechanism,formality of government supervision,inadequate disclosure of information,lack of supervision of charitable organizations'profit-making behavior,and more society.The role of meta-regulation is limited.In view of the above problems,this study analyzed the causes from four perspectives:policy environment,government supervision,social supervision and self-regulation,and found that the single subject of supervision is the root of the problem.In view of the problems existing in the supervision of charitable organizations in T city and their causes,this study puts forward the following suggestions:first,to improve the top-level system design and strengthen policy support:to establish a charitable Supervision Committee in T city,to establish government supervision accountability to promote standardized and orderly supervision;second,to clearly distinguish functional areas,focusing on supervision:first,to change the government The concept of government supervision should be clarified,the function of government supervision should be clarified,and the government supervision should be shifted to the combination of cultivation and service;the tax and fund supervision should be strengthened,and the reasonable and effective use of charitable resources should be guaranteed-and the credibility of charitable organizations should be enhanced by improving tax incentives,implementing rules of information disclosure,strengthening spot checks and special checks,and cooperating with annual checks.Strength;Third,expand multi-channel supervision and implement timely supervision:through fostering public awareness of participation in supervision,introducing third-party evaluation agencies to coordinate supervision,promote the establishment of a"three-party and four-corner" comprehensive supervision platform,timely supervision of charitable organizations;Fourth,optimize team building,promote industry self-discipline:abolish organizational leadership double Emphasize the status and strengthen the training of practitioners,form the organization's own supervision system,build a self-discipline platform for the industry,and encourage the performance of supervision through the establishment of "T City Charity Award".
