Research On The Emergency Management Of Public Transportation In China

General Secretary Xi Jinping emphasized in the 19 th National Congress of the Communist Party of China: "Priority in the development of public transportation",and public transportation has become the first choice for residents to "green travel".As the urbanization process accelerates,the urban population is highly dense,and the city is in a high-risk state of population and vehicle congestion for a long time.If you are not careful,you may trigger emergencies,especially the conflict between the driver and the passenger,which has sudden uncertainties.It is extremely easy to damage the urban public transportation system and seriously affect the travel safety of the people and urban development.With the continuous deepening of the overall national security concept strategy,a more demanding emergency control system is needed to keep the urban social system from being damaged,and to achieve balance and stability.At present,China has formed an "one case,three systems" emergency management system,and the conflicts of public transportation divisions in China have made certain developments in emergency plans,mechanisms,systems,and legal systems.Conflict incidents are showing an overall upward trend.The incidents are sudden and cascading,which is extremely harmful.The “10 · 28” bus crash in Chongqing is a typical example.In addition,the author found that China has conducted individual interviews and questionnaire surveys with relevant subjects.There are major problems in the emergency management of conflicts in public transportation,such as imperfect laws and regulations,lack of targeted mechanisms,inadequate supervision of public opinion,inadequate publicity drills,and low social participation;therefore,we need to actively draw on advanced research from Japan,the United States,and the United Kingdom Experience,put forward the detailed implementation of relevant laws and regulations,pay attention to the cultivation of social civic awareness,vigorously promote the construction of emergency mechanisms,and increase the optimization of social support.In this way,efforts are made to improve the public safety management capabilities of urban public transport,and to effectively safeguard the safety of public life and property.
