Research On Emergency Management Of Government Oilstorage And Transportation Industry In Zhoushan City

Production safety is related to people’s life and property security, concerns the overall situation of reform and development, and also influence the government’s image.In recent years, China’s petroleum and chemical industry is developing rapidly, It vigorously promote social and economic development simultaneously, there also happend some serious production safety accidents. For example, Dalian continuously occured several petrochemical industry leakage or explosion in recent years,Jilin@Songyuan petrochemical plant explosion caused by fire in2011, Weifang oil storage and transportation company occurred oil pipeline explosion in2013,etc.. These accidents have caused great personal injury and economic losses.Along with our country reform and opening, the petroleum external dependence is rising year by year. As the increase in international commodity trading in the discourse right and pricing right, national assesses in the comprehensive comparison and strategic location, port conditions and the industrial base of the eastern coastal area, given Zhoushan the base of processing oil commodities of interim storage and transportation, for the protection of national energy security, economic and social development to meet the demand for oil and oil products. At present, Zhoushan has built the largest commercial oil transit base, the national important chemicals transit base and national strategic oil reserve base. As the pillar industry of Zhoushan, petroleum storage and transportation industry will face new development opportunity, but at the same time, will also put forward higher requirements to the government work safety and the emergency management.This paper based on the Zhoushan actual development of the oil storage and transportation industry, through the data collecting and enterprises investigating, from the current distribution of the oil storage and transportation industry, from the production safety accident risk, from the existing emergency response capability and safety risk, to summarize and assess the current government emergency management capability, analysis the problems and shortcomings, and put forward five aspects of countermeasures to strengthen the emergency management of production safety accidents of oil storage and transportation industry from the aspects of system and mechanism, to provide a reference for safety management of the oil storage and transportation industry and the emergency capability construction planning.
