In recent years, many kinds of emergency event happen frequently. The emergency event are threatening the safety of people’s life and property seriously. Generally, efficient and effective rescue operations need to begin immediately in order to reduce the loss after the occurrence of emergency event. Notably, the first priority of emergency rescue is treatment of the injured people, but it is still restricted for the complexity and destructiveness of the emergency. It is mainly reflected in:the usual blood security system cannot satisfy the sharp emergency blood demand of scores of injured people. In order to relieve the pressure of emergency blood demand, emergency blood transportation form rescue blood stations is needed as soon as possible. It is obvious that emergency blood transportation in emergency event is a research subject with important research significance and abundant practical value.On the basis of a comprehensive review of the research status and development of emergency decision theories and methods, this thesis made thorough research on the problems about emergency blood transportation problem in emergency event. The purpose and significance of the research are as follows:in the theory and method research aspect, concerning the characteristics of high time sensitivity and high uncertainty of demand information at the beginning of emergency event, proposes the first phase emergency blood transportation model in emergency event; the accurate demand information can be obtained after a period of time, proposes the second phase emergency blood transportation model in emergency event to adjusting the transportation result of the first phase. Enriching and improving the research on emergency material transportation problem, in the practical research aspect, analysis the emergency blood transportation in an earthquake as the examples to illustrate the scientificaty and validity of the proposed methods, and also provides guidance for the model application in practice.This paper completes the following three aspects:(1) The first phase emergency blood transportation model. Starting from the actual problems, a detailed analysis of the emergency blood transportation problem and the status of blood security system in China have been done and the principles of emergency blood transportation have been summarized in this paper. According to the characteristics of emergency blood transportation in emergency event, gave an emergency blood time satisfaction function. Concerning the characteristics of high time sensitivity and high uncertainty of demand information at the beginning of emergency event, a model for the first phase emergency blood transportation was developed and the specific solution was given.(2) The second phase emergency blood transportation model. Aiming at the requirement of the emergency blood quality, proposed the emergency blood quality functions. On the basis of the first phase emergency blood transportation model, developed a multi objective optimization model for the second phase emergency blood transportation to adjusting the transportation result of the first phase. The specific solution was given.(3) A case of emergency blood transportation in the Y earthquake was given for illustrating the specific operational processes, indicating that the effectiveness and feasibility of the proposed models.By the end of the paper, the main findings and conclusions, major contribution and required work for further research are summarized. The study on the emergency blood transportation model in emergency event in this thesis not only enrich the research results about the emergency material problems, but also provided the thought and guidance for the emergency blood transportation problems in the real practices.
