Research On Government Regulation Of Internet Public Philanthropy

The emergence,development and maturity of information technology,the integration of philanthropy and technology have given new characteristics to philanthropy.Internet Philanthropy has broken the limitations of traditional charity,with its characteristics of decentralization,wide dissemination channels,and more innovative forms of philanthropy,making that more "daily" and promoting everyone participate in philanthropy.The vigorous development of "participation" has become an important driving force for China's philanthropy.However,as we can see,with the rapid expansion of Internet Philanthropy scale,the immature charity ecological environment,the ability and experience of participants have not kept pace with the development of Internet Philanthropy,resulting in a series of negative impacts in the development process,exposing the existing problems of Internet Philanthropy in China and it lead to a decline in people's trust in Philanthropy.However,the government's supervision is unsuccessful due to the supervision concepts,laws,regulations and systems.The supervision of Internet Philanthropy is "dislocation,absence and offside",emphasizing ex ante supervision while neglecting ex post supervision,which restricts the healthy and sustained development of Internet Philanthropy.Under the background of social governance,proper supervision and prudent supervision should be carried out.The supervision based on control should be turned to incentive supervision,and the effective supervision of Internet Philanthropy should be realized through multiple innovations.Firstly,the regulation of Internet Philanthropy must be based on law,adopt a decentralized legislative model,first improve the existing laws andregulations related to Internet Philanthropy,and promulgate the special law of Internet Philanthropy when the time is ripe.Secondly,the innovation of the big data supervision mode provides a new way to effectively supervise the Internet Philanthropy,using the digital mode to achieve the timeliness,openness and authenticity of supervision.Thirdly,mobilize various forces to realize the supervision of Internet Philanthropy,and establish a hierarchical and pluralistic supervision system.Fourthly,improve the information disclosure mechanism,establish the incentive system and accountability mechanism of information disclosure,so as to ensure the transparency and effectiveness of information disclosure.The government has an important responsibility for the supervision of Internet Philanthropy.Reasonable government supervision promotes the healthy and orderly development of Internet Philanthropy and promotes the continuous progress of public welfare undertakings.
