Study On Government Supervision Of Wenzhou Rural Fund Mutual Association

Rural fund mutual-aid associations refer to self-service organizations formed by members of cooperatives who voluntarily join the associations and provide financial financing services for their members in specialized farmers cooperatives or village share economic cooperatives where conditions permit.In 2012,Wenzhou was approved as the seventh pilot rural financial reform zone in China.In march of the same year,Wenzhou municipal party committee and government promulgated the implementation opinions on promoting the reform of rural financial system(no.Since then,as one of the key projects of Wenzhou financial reform,the rural fund mutual aid association has developed rapidly.By the end of December 2017,Wenzhou had opened and put under supervision 59 rural mutual aid funds associations,with a total of 42,234 members and 276 employees.The accumulated registered capital was 298 million yuan and the balance of mutual aid funds was 285 million yuan.The rural fund mutual assistance system has taken shape and established a financial service system and mechanism that basically meets the needs of agriculture,rural areas and farmers.At the same time,there are many problems and difficulties in the supervision work of Wenzhou government.A total of seven chapters,this paper research content mainly includes the current situation and problems of the development of rural capital fraternity in Wenzhou,Wenzhou rural society government regulatory status quo,problems and the reasons of the rural society government regulation in Wenzhou,Wenzhou Wencheng unions"regulatory status and enlightenment,Wenzhou rural capital funds fraternity government regulation Suggestions.In this paper,through literature research to obtain the paper required information,in order to comprehensively and correctly understand the Wenzhou county rural funds mutual aid association development status andWenzhou government regulation situation to provide data support and theoretical basis;By means of investigation and research,the supervision status of financial offices in various counties in Wenzhou is understood through telephone calls,interviews and other forms of investigation.The problems and causes in the supervision process of financial offices in counties and districts are found,so as to explore feasible solutions.At the same time the better development of fraternity Wencheng of rural society and the county financial office through the case study of regulatory work to master the basic situation and characteristics of the regulation,the combination of Wenzhou real problems and reasons in the process of regulation and the authors experience in the work,the author proposed to Wenzhou rural funds fraternity government supervision countermeasures and suggestions.Wenzhou found rural capital fraternity violation behavior aspect is relatively lag,the existing regulatory means can't discover the fraternity of illegal absorb public funds from rural capital and beyond management problems,the author in the paper of regulatory proposals innovative Wenzhou general grid system to take advantage of existing in society risk monitoring;In view of the single means of government supervision,the author,combined with the successful experience of government supervision in Wencheng county,innovatively proposed the establishment of joint meeting system and regular meeting system,and carried out rating and classification supervision with reference to the supervision methods of small loan companies.
