"Soft power" as an attraction is essentially different from "hard power".It mainly achieves the expected results by attracting rather than forcing,thereby affecting a country's policy choices or biases.In recent years,Qatar,as a small country in the region,has frequently appeared on the international stage,attracting widespread attention from countries around the world.This is mainly due to the transformation of the country's development ideas-to take the promotion of soft power as its current and future development goals,and use the strategy of comprehensive development of soft power to break the objective limitations of this country's development vulnerability.Qatar's soft power construction mainly focuses on news media(Al Jazeera),sports,education and foreign aid.As one of the Gulf aid countries,Qatar has become an emerging force that cannot be ignored in the field of international aid due to its own advantages in oil and gas resources.The scope of aid continues to expand,and aid targets have covered more than100 countries and regions.In terms of assistance methods,Qatar adopts a combination of bilateral assistance and multilateral assistance,attaches importance to developing multilateral cooperation,and actively participates in regional cooperation and international assistance projects.From the perspective of Qatar's aid motivation,seeking the security of the country politically,maintaining its geopolitical interests,and competing with Saudi Arabia for regional discourse are the main considerations for its foreign aid behavior.Economically,on the one hand,it hopes to obtain corresponding economic benefits and economic cooperation in the recipient countries through aid activities;on the other hand,it hopes to obtain new power for economic transformation of the country and achieve economic diversification.As for the religious culture factors,influenced by the teachings of Islam,Qatar's foreign aid has always been known for being generous,and the aid recipients are more inclined to Arab countries that have similar religious and cultural elements to their own countries.It has formed the characteristics of its active participation in multilateral cooperation,focusing on humanitarian assistance,and the aid being concentrated in Arab countries.In order to further clarify the impact of Qatar's foreign aid actions on the improvement of thecountry's soft power,this article takes Qatar's assistance to Palestine,Sudan and Syria as examples to clarify the history and motivation of Qatar's aid to the above countries,and to explore the actual effectiveness and significance of Qatar's foreign aid.As one of the Gulf aid countries,Qatar's foreign aid activities not only have important significance for the improvement of its own soft power,the development of the international aid system and its diversified development strategy,but also form a beneficial supplement to the current global aid structure dominated by Western countries.This will help promote the development of a new pattern of international assistance in which developing countries have more say.
